MI is an intergovernmental organization owned and operated by the six Greater Mekong Sub-region (GMS) countries it serves, with a mission to provide capacity development services and products that enhance regional development, cooperation and integration. To respond to changes and evolving needs in the GMS, MI currently prioritizes the regional integration of Cambodia, Laos, Myanmar and Vietnam workforces for more equitable and inclusive economic growth. Further, MI is expanding its traditional portfolio to position itself as a GMS-based knowledge-center of excellence with increased institutional capacity for policy research and other services related to economic integration and development disparities.

Operations Controller

We are seeking an outstanding Operations Controller for Operations Department under the general direction of the Director. The position is based at the Mekong Institute, located on the Khon Kaen University campus, Northeast Thailand. Khon Kaen, a growing city, is the commerce and political center of Northeastern Thailand and the important gateway to other GMS countries.

Main responsibilities and tasks

Finance

  • Provide effective monitoring and analysis of the MI overall financial transactions, through certification of availability of funds for all project and administrative expenditures;
  • Ensure the overall systems and procedures are in place and in compliance to MI policies and procedures (including manuals, detailed work instructions, as well as MI’s accounting software) and are routinely followed;
  • Monitor financial and accounting systems and make improvements as appropriate and in line with GAAP; and,
  • Ensure treasury management in accordance with MI’s and donors requirements.

Procurement

  • Ensure that procurement of goods and services is compliant with MI policies and procedures, including transparent and accountable management of vendor relationships, preparation of criteria for bidding proposals and evaluation of tenders;
  • When necessary, guide the Procurement Officer in interpreting and implementing the procurement procedures and activities as stated in MI Operations Manual; and,
  • Negotiate and draft contracts/agreements for engaging suppliers as required.

Administration

  • Manage the General Services Supervisor to ensure that all arrangements for office management, administration, logistical arrangements, vehicle fleet management and related general services are implemented according to approved policies and procedures.

HR management

  • Ensure effective and efficient provision of all necessary HR management services required by MI including recruitment, administration of HR systems, and liaisong with finance about salary and benefits payments;
  • Ensure that annual appraisals are conducted on time and all necessary follow up action taken;
  • Oversee the development and implementation of the annual staff development plan; and,
  • Provide the Director and Program Managers with strategic support and guidance on all staffing and staff capacity development matters.

Institutional management

  • Participate in Senior Management Team meetings and other activities;
  • Act as Officer in Charge in the absence of the Director and Program Managers;
  • Provide necessary capacity development support to all supervisees in order to ensure they are fully competent to fulfil their role and tasks; and,
  • Any other reasonable task requested by the Director.

Qualifications

Essential

  • Master degree or higher in business administration, financial management, HR management or related;
  • At least ten years progressive experience in operations management including administration, finance, procurement and HR, preferably in an international organization;
  • Sound organisational management expertise and an ability to manage multiple priorities and make sound decisions under pressure;
  • Sound knowledge of internal control systems;
  • Strong analytical skills;
  • Very strong written and spoken English language skills;
  • Proven track record of successfully managing a multi-culturalteam in an organisation of a similar size, complexity and role, in a manner that encourages good teamwork;
  • Outstanding interpersonnel and communication skills, commitment to excellence, integrity, and results;
  • Computer literacy with advanced knowledge of Microsoft Office applications, and experience with financial and accounting management software;
  • Willingness to live and work in KhonKaen; and,
  • Have lived and worked in Mekong sub region (Cambodia, Lao PDR, Myanmar, Thailand, Vietnam, and Yunnan and Guang Xi Provinces of China.).

Desirable

  • Knowledge of at least one GMS country national language
