The United Nations Volunteers programme (UNV) is seeking a qualified Vietnamese candidate for a National UN volunteer position – Monitoring and Evaluation Officer working for United Nations Office on Drugs and Crime (UNODC) based in Ha Noi.

UN VOLUNTEER DESCRIPTION OF ASSIGNMENT

Preamble:

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.

In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

7. Brief Project Description:

To provide assistance to the UNODC Country Office in designing and implementing Monitoring and Evaluation (M&E) exercises of drug control and crime prevention related fields. In this regard, the UNV will participate in various activities in support of UNODC mandates and volunteerism which are relevant to the UNODC Country Office and its partners, including other UN agencies, international organizations, and NGOs.

9. Organizational Context:

UNODC is a global leader in the fight against illicit drugs and international crime, and it is mandated to assist Member States in their struggle against illicit drugs, crime and terrorism. The three pillars of UNODC’s field office work are:

  • Field-based technical cooperation to enhance Member States’ capacity to counteract illicit drugs, crime and terrorism;
  • Research and analytical work to increase knowledge and understanding of drugs and crime issues, and to expand the evidence base for policy and operational decisions;
  • Normative work to assist States in the ratification and implementation of relevant international treaties, and the development of domestic legislation on drugs, crime and terrorism.

11. Description of tasks:

  • Under the overall oversight of the Head of the Office and direct supervision of the Program Specialist, the UN Volunteer M& E Officer will undertake the following tasks:
  • To provide input and technical support to the development and implementation of M&E  programming for country programme activities;
  • To assist UNODC national counterparts in recognizing and responding to M&E needs within in their programmes;
  • To assist in the development and implementation of a UNODC country programme Results-based impact monitoring framework;
  • To participate in the UN Monitoring & Evaluation Working Group;
  • To undertake other UNODC monitoring and evaluation-related support duties as assigned by the UNODC Country Manager;
  • To assist the office in meeting reporting requirements of UNODC and under the One UN, including on financial management issues;
  • Perform other relevant functions, as required.

Furthermore, UN Volunteers are encouraged to:

  • Strengthening their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV activities (for instance in events that mark IVD);
  • Getting acquainted with and building on traditional and/or local forms of volunteerism in the host country;
  • Reflecting on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contributing articles/write-ups on field experiences and submitting them for UNV publications/websites, newsletters, press releases, etc.;
  • Assisting with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promoting or advising local groups in the use of online volunteering, or encouraging relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

12. Results/Expected Output:

  • Development and implementation of the UNODC M&E strategy for the Country Programme;
  • Development and implementation of a UNODC Country Programme results-based impact monitoring framework;
  • A final statement of achievements towards volunteerism for development during your assignment such as specific quantification of mobilized volunteers, activities, capacities.

13. Qualifications/Requirements:

Education background:

  • University degree in a science or social science field

Work experience:

  • Experience in the development and implementation of technical assistance projects, particularly in the UN framework;
  • Knowledge of the main requirements of DaO in Vietnam;
  • Experience in using a mainstream statistics-oriented or database management software package is required.
  • Previous volunteer experience is desired;

Competencies:

  • Ability to write and produce results-based reports is required;
  • Ability to adapt in a new working environment and work in a multi-cultural team and to deliver under resource constraints;
  • Ability to cope with pressure/meet deadlines.
  • Demonstrated  personal  sensitivity  and  commitment  to  the  values  and  principles  of  volunteerism, gender equality and cultural diversity;

Computer skills:

The necessary computer skills  with  competence in  MS Word,  MS  Excel,  Power  Point, Netscape/MS Outlook and internet research are required

Language skills:

Full  proficiency  in  English  and  Vietnamese,  including  excellent  written  and  spoken  skills  in  both languages;

14.  Living Conditions

The incumbent will be in Ha Noi which has most of the economic and social amenities at a reasonable cost. Depending on living arrangements, housing can be expensive. Security is good. Ha Noi has a humid, tropical climate and monsoons. Summers, between May and September, are very hot with plenty of rain, while winters, from November to March, are cold and relatively dry.

15.  Conditions of Service

A 12-month contract; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent  to 10,029,815VND, Settling-in-grant (if applicable), life, health and permanent disability insurance, moving cost (if applicable) and resettlement allowance for satisfactory service.
