National Senior Information Technology Training Expert (Individual or Firm)

Niras Finland Oy, part of Niras Group, provides expertise in forestry, information society, clean technology, natural resources management and rural development. Niras Finland has operated in Vietnam for the past 15 years and has a strong presence in Southeast Asia.

Development of Management Information System for Forestry Sector – Phase II (FORMIS II) project is implemented by the Vietnam Administration of Forestry (VNFOREST) under the Ministry of Agriculture and rural Development (MARD). The purpose of FORMIS II is to develop a fully integrated Management Information System (MIS) for sustainable management of forest resources and in this way contribute to the alleviation of poverty in the socio-economic development framework of Vietnam. FORMIS II key activities are to create information standards and information sharing mechanisms for forestry sector, to develop and maintain a centralized Information and Technology (IT) platform and portal within VNFOREST, to create capacity for forest related information management and to set up a Forest Information Centre/IT Unit within VNFOREST.

The project is funded by the Government of Vietnam and the Government of Finland. Niras Finland Oy as a lead consultant, in collaboration with GFA and Green Field Development, provides technical assistance services for the project. FORMIS, Phase II, started in May 2013, will be implemented during the period of 5 years. The project continues the work started in FORMIS Phase I (2009-2013).

We are now seeking a National Senior IT Training Expert. Both Individual experts and firms are eligible to apply or offer an expert for the position. The work is expected to start from June 2017 until the end of December 2018 with 10.5 person months effective working time.

The objective of the consultancy is to support particularly in attaining the following project results:

• FORMIS platform and tools are operational in all the forested provinces (result 2), and
• Information Centre/IT Unit (result 5)

Expected outputs of the consultancy are as follows:

• Improved versions of the applications contained in FORMIS system, particularly the Forest Resource Monitoring System (FRMS), the Forest Protection Department Quick Reporting (FPD Quick Reporting) System, the Data Sharing System and the Forest Industry Monitoring System (FIM System)
• Improved competence within the IT Unit, Division of Information and Data (DID)

Requirements for the expert conducting the assignment are as follows:

• Master’s degree in information technology
• Minimum of 7 years experience in information technology
• Strong experience in development of Web Map Service, web mapping UI
• Strong experience in Java, JavaScript, JSP, Servlet, OpenLayers
• Familiar with SOA methodology, database design
• A sound command of written and spoken Vietnamese and English
• Good communication skills, social skills and team working skills
• Preferably: experience in using reporting engine, developing GIS database, QGIS plugins using Python and information systems related to forestry, professional certificates such as Sun/Oracle Certified Professional Java Programmer

2. Firms are requested to include a financial offer to implement the assignment

The expert or firm will be selected based on the qualifications of the expert. The contract negotiation will be conducted with the successful individual expert, while a service contract will be concluded with a firm.
