NATIONAL EXPERT FOR THE PROJECT “STRENGTHENING OF PLANNING REFORM AT CENTRAL AND DECENTRALIZED LEVEL”

Job Description:
Project Background: In the framework of the public administration reform, the project aims to improve service delivery through strengthening capacity of the national and sub-national government to plan, finance and monitor/evaluate pro-poor and pro-growth policies and interventions

Role of the National Expert
Within the Programme Management Unit (PMU) of the project, the National Expert will work under the direction of the Project Director (and the Vice-Director) and in close collaboration with the International Technical Advisor who is responsible for the overall technical support and supervision.
He/she will provide support to the Project Director (and Vice Director) in daily management and in the preparation and implementation of project activities, contribute to the preparation of the progress report and work plan, facilitate and maintain close relationship with all relevant ministries and public institutions at central and decentralized level, and will act as secretary of the Project Steering Committee. 

Contract Duration and Remuneration:  The position is expected to commence in March 2011. Duration of the contracted assignment is 12  months with possible extension. Gross salary will commensurate with qualifications and experience.

Duty Station: Hanoi with travels to the provinces when required.

Required qualifications: Relevant degree for the job or equivalent professional experience. Minimum of three year project management experience (planning activities, finance & administration). Have a broad technical knowledge in the field of budgeting, planning, monitoring & evaluation. Have excellent interpersonal skills and a proven track record of managing technical inputs from a range of part-time consultants and inputs. Fluent English  and report writing skills are  essential with experience in writing technical specifications and terms of references an advantage.
