Project Summary:

The USAID Vietnam Low Emission Energy Program (VLEEP) is designed to assist the Government of Vietnam (GVN) in establishing an effective policy, regulatory, and incentive environment for low-emission growth in the energy sector, while simultaneously attracting public-and private-sector investment in renewable energy (RE) and promoting energy efficiency (EE). VLEEP will promote the development of critical building blocks to scale up clean energy, such as accessible smart incentives for clean energy and EE investments, enabling a competitive environment for RE generation, enhancing renewable power grid integration, and ensuring locational concentration of clean energy generation facilities. In June 2018, Vietnam Evaluation, Monitoring and Survey Services (VEMSS) project will support USAID/Vietnam to
conduct an evaluation of “USAID Vietnam’s Low Emission Energy Program - VLEEP". The Vietnam’s Low Emission Energy Program is a significant component of USAID/Vietnam’s Country Development Cooperation Strategy (CDCS)

Position Summary:

MSI is seeking for National Energy Sector Specialists that will serve as a full team member and will perform specific tasks assigned by the Team Leader to collect, synthesize, and triangulate existing data/information from both the project and activity levels to identify additional data collection needed during the fieldwork phase.

The evaluation team will conduct a comprehensive literature review of pertinent documents including studies and assessments on Energy Sector Vietnam; GVN strategies and plans related to Low Emission Energy; and USAID project and activity documents.

The successful candidate will have experience designing and implementing the mixed methods evaluations of international development programs for USAID or donor agencies.

Roles and Responsibilities:

  • Participate in all aspects of the evaluation, including fieldwork, interviews, background research and analysis and writing.
  • Conducting a literature review and summarization.
  • Contributing to the design of VLEEP.
  • Participating in field visits and stakeholder consultations.
  • Providing expert analysis of the program’s operations and performance.
  • Contributing to report writing.

Qualifications:

  • Ten years of professional work experience in the energy sector, with particular expertise and experience in energy efficiency policy and program management;
  • Graduate degree in a related field;
  • Experience in conducting research related to energy efficiency programs and technologies;
  • Experience in analyzing the performance of development programs supported by international donors;
  • Strong English language and written skills are required
