Title:  National Consultant for Performance Based Financing

The Luxembourg Agency for Development Cooperation (Lux-Development) launches a national search for the acquisition of consultant services for National Consultant for Performance Based Financing on behalf of Project VIE/027 receiving financial support from the Governments of Viet Nam and the Grand Duchy of Luxembourg.

Responsibilities

The project VIE/027 has developed a Performance Based Financing (PBF) model and is implementing the pilot in certain Commune Health Centers (CHC) of Cao Bang and Bac Kan provinces since April 2014. The National Consultant for Performance Based Financing will assist the project to:

1.Support the ongoing work on performance indicators and raise awareness towards performance management.
2.Monitoring visits to CHC to assess actions to improve performance, uses of recording forms, feedback collection, consolidation and processing of data.
3.Support to CHCs on reporting to the district level. Support to District Health Centers (DHCs) on processing performance reports and data entry for accounting purposes.
4.Support for quality assessment of pilot CHCs.
5.Support for verification of PBF performance results and payments to all pilots. Validation of indicators in use and PBF spending.
6.Adjustments and/or enhancements to the PBF Operational Manual based on observations, findings and lessons learned.
7.Contribute to coaching, training, provision of advice to all PBF agents, as needed.
8.Be responsible for translating produced by International consultant materials (English-Vietnamese) and all documents/reports issued by DHCs and CHCs (Vietnamese – English).
9.Carry out other PBF related tasks supporting the work of the International Consultant, as become necessary.
10.Guide contracting, operation, and evaluation of the PBF pilot in the provinces.

Education, Experience and Skills required:

1.Minimum of Bachelor’s Degree in Health or Business Management, Economics, Commerce or Administration.   Master’s or higher preferred. Medical, Nursing, Pharmacy, Public Health and Allied Health program graduate with formal course work or training in health financing are encouraged.
2.Minimum of five years’ work experience related to health financing at national and provincial levels.  
3.Prior experience in performance based financing.
4.Prior experience in health account and/or budgeting, policy and plan, monitoring and evaluation.
5.Familiarity with logical frameworks.
6.Familiarity with balanced scorecard methodology.
7.Proficient computer skills and use of spreadsheets.
8.Proficiency in written and spoken Vietnamese and English.
9.Good interpersonal and communication skills.

Employment period: The contract duration for this part-time position is foreseen from December 2014 to November 2015 (12 months). Interested consultants must be available based on the Project approved implantation/intervention schedule for the entire period foreseen and willing to intervene in Hanoi, Cao Bang and Bac Kan provinces and/or other places in Viet Nam when required.

Maximum Budget: The maximum budget available for this contract is estimated to 15,000 EUR.
