Vietnam National Consultant to conduct a feasibility study on WORTH programming in Northern Vietnam

I. Introduction

Pact is an international, non-religious, non-political, NGO with headquarters in Washington D.C, United States. Pact is currently working in 25 countries, implementing more than 100 programs on health, livelihoods and natural resource management.  

Since 2013, Pact has utilized it’s award-winning women’s economic empowerment model,  WORTH, a savings-led microfinance program that gathers women to form empowerment groups to save, loan funds, and develop small businesses. Programming has focused on women in Vinh Long province in the South of Vietnam. By integrating financial literacy training, community banking, and micro-enterprise development, WORTH enables women to become social entrepreneurs and effective leaders who bring about change in their communities. Given the success of the program, Pact is conducting an evaluation in the Northern region of Vietnam to explore the potential for expanding out WORTH programming in a new geographic location. Pact is seeking a qualified local consultant to contribute to the study.

II. Scope of work

The consultant will:

  • Develop a set of survey tools and methods and get approval based on a mutually agreed upon timeline.
  • Develop a detailed plan for conducting the survey in the field
  • Assist Pact staff in collecting information in the field
  • Support Pact staff to enter and analyze the collected information 
  • Develop a report outline and finalize a study report that illustrates the feasibility to adapt and implement WORTH programming in the targeted area.  
  • Deliver an approved set of final products based on a mutually agreed upon timeline.

The consultant will report to the Pact Livelihood Program Manager and work closely with the Pact Vietnam Livelihoods Team.

Meet with Pact team to discuss and understand the purpose of the study and assignment and conduct a desk review of current relevant projects. Pact and the consultant will also discuss and develop a detailed plan to conduct activities at the field.

V. Qualifications and Experience

  • Strong knowledge and experience in microfinance in Vietnam, preferably in Northern mountainous provinces.
  • Strong experience in conducting similar research and surveys.
  • Good linguistic skills (both English and Vietnamese) in reading and writing
  • Strong interpersonal skills and ability to work in a diverse environment with multiple stakeholders to produce high-quality work.
  • Ability to think strategically, be results oriented and meet deadlines.
  • Be culturally and socially sensitive
