National Consultant for Child Protection System Costing Analysis

Qualifications and experience required:

  • Advanced degree in economics, finance or related social science disciplines;
  • At least 10 years of relevant work experience, preferably in public finance management;
  • Knowledge of the Government of Viet Nam budget system, fiscal processes;
  • Knowledge of child protection systems or child protection in the social welfare sector is an advantage;
  • Proven capacity to conduct research at a national scale, including capacity to manage, analyses, and interpret large sets of data;
  • Excellent Excel skills;
  • Excellent writing skills;
  • Excellent knowledge of English;
  • Strong communication, advocacy and negotiation skills;
  • Work experience with UNICEF or other UN agencies is an asset.

The Consultancy will be carried out by an individual National Consultant. It is expected that the National Consultant will sub-contract any necessary Vietnamese expertise to support the consultancy (for e.g. national experts in child protection). In such cases, the National Consultant will be fully responsible for recruitment of the expertise and be fully responsible for all negotiations, decisions and deliverables.

1. Technical Proposal: The Consultant shall prepare a succinct proposal briefly outlining how the consultancy will be completed in response to the ToR, ensuring that the purpose, objectives, scope, methodology and deliverables are addressed. (Strictly 5 pages).

2. Financial Proposal: The consultant should prepare a lump-sum offer. This should include the consultancy fee for the National Consultant, any fees for sub-contractors, all per-diems, all travel and transportation costs (3 trips x 3 days to 3 selected provinces) and other ancillary costs (1 page).

3. Referee details of similar consultancy assignments.

4. P-11 form of the National Consultant (UN Personal History Form)
