National consultancy opportunity: various positions in Rural Development project

BASELINE CONSULTANT AND IMPACT ASSESSMENT CONSULTANT

1.    Context & Purpose

The Microfinance and Community Development Institute (MACDI) is highly reputable in Vietnam for its professional activities in the field of microfinance, agriculture and rural development, environment, climate change, clean water, sanitation, health and gender. MACDI has a team of highly experienced and qualified staff, a broad network of external experts, collaborators and partners in various fields. MACDI has been providing efficient services to big clients, both national and international, such as the World Bank, the State Bank of Vietnam, CARE International UK, Canadian Cooperatives Association, Zebunet. MACDI’s strategy is to maximize the organization’s contribution to sustainable community development in Vietnam.

The positions aim to provide technical assistance to a proposed Rural Development Sector Project to assess the effectiveness and impacts on the project's beneficiaries. In Phase 1, a socio-economic survey has been conducted in 15 subprojects to give assessment for the whole project.  However, the latest collected data was in 2013. According to the project Design and Monitoring Framework (DMF) updated in July 2014 during the preparation for the additional financing, in order to have the project comprehensive evaluation, some indicators related to the subproject in Phase 1 should continue to be assessed in 2016. Therefore, in these assignments, the Consultants are required to work in team to: (i) collect data to assess DMF indicators/targets in Phase 1; (ii) conduct survey on the socio-economic situation for the subproject in Phase 2.

2. Vacancies

To assist a proposed Rural Development Sector project, MACDI seeks 04 (four) Consultants who can provide professional services in one of the following positions:

1.      Team Leader/ Social Research Specialist

2.      Statistics and Data processing Specialist

3.      Survey Manager

4.      Monitoring and Evaluation Specialist (M&E)
