National Climate Smart Agricultural Waste Management Practices Specialist

SNV Vietnam is looking for National Climate Smart Agricultural Waste Management Practices Specialist (LCA Crop Waste), based in Hanoi, Vietnam (Employment contract)
(The position will be confirmed subject to donor approval of the project)

SNV has been working in Vietnam since 1995. Using the market based approach, SNV is committed to reducing poverty by catalyzing sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+ (Reducing Emissions from Deforestation and Forest Degradation).

SNV Vietnam is currently seeking National Climate Smart Agricultural Waste Management Practices Specialist for the Low Carbon Agricultural Support Project (LCASP) implemented by the Ministry of Agriculture and Rural Development and 10 provinces of Vietnam. The project is supported by the Asian Development Bank and the Government of Vietnam. Project implementation is expected to last until December 2018. The overall objective of the Project is to reduce air, water and soil pollution by supporting Climate Smart Agricultural Waste Management Practices (CSAWMP), with emphasis on treating livestock wastes through the expanded use of biogas and bio-slurry processing technologies.  A long-term contribution will be made towards sustainable economic growth, self-reliance and the fight against poverty in Vietnam. 

We are looking for a dynamic candidate to fill in the post.

Responsibilities:

• contribute to the preparation of a Research Strategy on crop waste and low carbon agriculture;
• participate as the resource person in a workshop presenting the proposals for short and medium term on crop waste management and revise the strategy for implementation;
• support to implement the research strategy that deals with crop waste and low carbon agriculture;
• identify suitable practices and technologies for crop waste management (rice straw and husk, sugar cane tops);
• identify potential Pilots and Demonstrations (P&Ds) on crop waste contributing to low carbon agriculture;
• identify institutions, farmers and industries that are interested to participate in specific Pilots or Demonstrations;
• support preparation of technical specifications, input in procurement documentation, identification of suppliers, evaluation of bids for the equipment that is required for specific P&Ds;
• undertake testing and adaption to the equipment during the pilot;
• identify and facilitate the technology to make it attractive for farmers or agro industries (i.e. feed-in-tariffs; tax holidays; exemption of import duties; carbon credits, etc.);
• identify local manufacture of the equipment or components to reduce investment cost, and identify a service provider (for installation, maintenance and repair);

Candidate profile:

• Vietnamese citizen;
• Bachelor’s degree in engineering (environmental, agricultural, civil, agro industrial engineering or mechanical engineering);
• have experience related to low carbon agriculture waste management technologies;
• knowledge of procedures for procurement will be an additional advantage;
• at least 5-year experience in low carbon agricultural production in the field of cropping;
• at least 3-year experience with working in a business related to crop waste management;
• have experience with the design, installation, modification and commissioning of low carbon agriculture waste technology;
• have solid experience in dealing with private sector clients, is output & impact oriented, can work with minimum supervision, is willing to travel and work frequently in rural areas;
• good communication skills in English language and computer literate.

Contract Duration: one year employment contract with possibility of extension
