Project Summary:

The USAID/Vietnam Evaluation, Monitoring and Support Services (VEMSS) project, implemented by MSI, provides analytic, evaluation, performance monitoring and related capacity building services to USAID across its development portfolio. VEMSS provides a wide range of support to USAID staff and partners to implement more efficient, effective and transparent programs.

Position Summary:

The Monitoring, Evaluation and Learning Specialist will be a senior technical member of the VEMSS team and will serve as a lead for tasks in areas that include collecting and synthesis of learning information, convening workgroups to review lessons and results from monitoring and analytic activities, and working with USAID and partners to identify data needs and share lessons related to the achievement of program objectives. Specific tasks may include: identify and test challenges related to development theories of change; development of learning plans; fill critical gaps in technical understanding related to the achievement of development objectives, and; ensure learning is disseminated, understood and applied.

This is a full-time position based in the VEMSS Hanoi office.

Responsibilities:

  • Capture results and measure impacts from project activities and develop mechanisms to disseminate those lessons and integrate the lessons in development programming.
  • Execute training and capacity building tasks to ensure CLA and performance management efforts by partners are more effective, including helping partners to develop learning agendas.
  • Identify and fill knowledge gaps in USAID and IP programs, including challenges and information gaps related to theories of change in strategies and activity designs.
  • Design and manage learning symposia and other events to promote knowledge and learning for USAID and implementing partners.
  • Provide training and reviews of USAID and partner MEL plans.

Qualifications:

  • Master’s degree in a social science, development studies or related field preferred.
  • Seven years of experience in one or more of the following fields: monitoring & evaluation, organizational capacity building or training.
  • Excellent training and facilitation skills.
  • Five years of experience designing and delivering training or other learning sessions for adult audiences.
  • Proven ability to lead teams and to work collaboratively with colleagues and counterparts.
  • Strong analytic skills and familiarity with program design and management systems used by international development agencies.
  • Strong self-initiative: ability to implement and manage program activities proactively, without waiting for instructions.
  • Advanced university degree in a relevant subject.
  • Strong English language speaking and writing capabilities.
  • Open communications style.
