MONITORING AND EVALUATION ADVISOR for the Women economic empowerment and Climate smart agriculture programme (FLOW/EOWE, WEAVE and associated projects) - (National staff contract)

SNV Netherlands Development Organization has been working in Vietnam since 1995. Using market based approaches and balancing benefits for gender equality promotion, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+ (Reducing Emissions from Deforestation and Forest Degradation). Currently, SNV is implementing a sizable programme on Women Economic Empowerment/Climate smart agriculture. It includes FLOW/EOWE, funded by Dutch Government, WEAVE, funded by Australian Government, and additional gender-related consultancy services.

SNV Vietnam is seeking a highly qualified national candidate to fill the position of Monitoring and Evaluation (“M&E”) Advisor for its programme.

Key Responsibilities

  • Serve as focal person on M&E for SNV Vietnam with special reference to the FLOW/EOWE and WEAVE projects.
  • Collaborate with the SNV M&E Specialist from the Global Support Unit to develop an M&E framework and ensure compliance with donor and SNV standards.
  • Lead the development and introduction of relevant planning, monitoring and quality assurance standards in SNV Vietnam projects.
  • Train, advise and coach project staff and local partners in compliance with the planning, monitoring and quality assurance standards.
  • Responsible for developing appropriate approaches and tools, and manage the collection of baseline data.
  • Responsible for the production and analysis of relevant data for periodic monitoring, review and evaluation of project activities; facilitate learning within the SNV Vietnam team.
  • Support advisors in charge to improve the quality of their M&E plans.
  • Ensure the appropriate attention for key project values and cross-cutting themes, including gender equality, inclusive business, sustainability, climate change for as far as included in the M&E framework.
  • Maintain and update project records (results and milestones) in the SNV internal systems.
  • Foster participatory planning and monitoring by involving and training primary stakeholder groups in the M&E efforts.

M&E system development and implementation 

  • With  support from the Global Support Unit , the M&E advisor will develop,   implement and ensure compliance with a relevant M&E systems according to SNV standards;
    • Be the link with Global Support Unit for M&E related issues.
    • Support (train, coach and advice) the Project Manager and the technical advisors to comply with the M&E system and keep it up to date.
    • Prepare monthly progress reports for the SNV Vietnam Management Team (“MT”).
  • Regular monitoring in the field (up to around 30% of the available time) to track progress, and collect, process and analyse data on  results, targets, milestones, performance and changes in  the lifetime of the projects;
  • Communicate findings to selected key audiences, facilitation of yearly review and evaluation workshops;
  • Support facilitation of impact evaluation and action researches for the assigned projects.

Other: 

  • Contribute to developing the sections on planning, monitoring and quality assurance standards in  new project proposals;
  • Other tasks including, but not limited to, supporting advocacy & communications efforts, supporting/leading internal review activities, supporting project implementation activities.

Candidate profile

  • Master’s degree (or equivalent) in Development, Gender, Sociology, Economic or related field
  • Minimum of 6 years’ experience in development sector (NGOs, CSO), with at least 4 years of full time experience with M&E tasks, preferably related to projects focusing on gender/women empowerment. Strong understanding of quality assurance, M&E systems (result chains, logical frameworks, indicators, tools of verification etc.), impacts assessment, results-based orientation and approaches 
  • Good understanding of business and private sector
  • Good capacity building skills
  • Proficient in English

Contract Duration:

1 year contract with the option of extension based on performance and budget availability.

Reporting: the position will report to National Programme Manager.

Desired start date:  as soon as possible.
