Project Description:

The Banking Regulations and Supervision Support (BRASS) Project is a five-year project funded by Global Affairs Canada that aims improve banking regulation and supervision of the banking sector in Vietnam in line with the international best standards and practices. The primary beneficiary is the State Bank of Vietnam (SBV) Bank Supervisory Agency (BSA).  Gender equality is integrated as a cross cutting theme across the activities of all project components.

Scope of Work:

The BRASS project requires part-time support from a local Gender Equality (GE) Specialist to work with the Cowater International project team and the Vietnam Project Management Unit  (VPMU) of the State Bank of Vietnam and the Banking Supervision Agency to ensure the integration of gender equality principles within the project. The approach to gender equality for the project will be aligned with the strategic objectives of the SBV's current "Action Plan for Gender Equalization in the Banking Sector".

The local GE Specialist will work under the supervision of the BRASS Project Field Director with guidance from the Canada-based GE Adviser, and be responsible for promoting gender equality within BRASS project activities in collaboration with project stakeholders. In the initial period of the consultancy the local Gender Equality Specialist will work with the BRASS project team to conduct an institutional gender gap analysis of the SBV/BSA to design a GE approach for the project and identify specific GE activities that can be undertaken over a two-year period.

Additional responsibilities of the local GE Specialist under this assignment will include, but may not be limited to, the following:

  • In collaboration with BRASS project staff, experts and counterparts, identify key entry points for integrating gender equality within the project and develop a strategy and tools to support GE integration activities.
  • Develop a strategic working relationship with SBV's Committee for the Advancement of Women and officials working in the BSA human resources and training division to support the implementation of GE activities under the project.
  • Ensure timely and effective implementation of project GE activities to produce quality results and provide technical inputs for regular progress reporting.
  • Identify opportunities to incorporate and highlight gender equality results of the project through project communications activities.
  • Support the design and facilitation of gender training for project staff, Government and other implementation partners based on a capacity development needs assessment.
  • Ensure application of gender responsive results-based monitoring tools to the project GE activities for regular monitoring, reporting and annual work planning.
  • Establish sex-disaggregated baseline data that can be used to measure progress towards results using project performance measurement indicators.
  • Develop strategic working relationships with local and international partners implementing other relevant Government of Vietnam and donor supported GE initiatives.

Qualifications:

  • Completion of a Bachelor's Degree in Social Sciences, preferably with a focus on Gender Studies.
  • Minimum of three to five years work experience conducting gender analysis and research, including the collection and analysis of gender disaggregated data.
  • Strong facilitation and training skills.
  • Strong verbal and written communication skills in Vietnamese and English, including report writing.
  • Experience working in collaboration with Government of Vietnam counterparts and international project teams.
