‘My Rights My Voice’ (MRMV) Program in Vietnam - VACANCY FOR LOCAL EVALUATOR

1. Background:

The ‘My Rights My Voice’ Program (MRMV) is an innovative multi-country program focusing on marginalized children and youth, that is implemented in eight countries over the period December 2011 – December 2015. Vietnam is one of the 8 countries. The program is executed directly via country offices of Oxfam and through cooperation with partner organizations, and targets marginalized children and youth (in all their diversity), their allies and duty bearers.

MRMV engages with these groups with the view to contribute to sustainable change in policies, practices and beliefs, and to meet the specific health and education needs and aspirations of marginalized children and youth. It thereby adopts a particular focus on the rights of girls and young women. Reaching this overall goal will however require a period of time that exceeds the program duration of four years.

The programme will soon come to an end and an end evaluation is now being prepared, and the field visit to Vietnam will take place from 1 st to 13 th December 2015. For this evaluation, Oxfam and South Research (the organisation in charge of the impelementation of the evaluation) want to recruit a local evaluator with the following profile.

2. Vacancy:

There is a short period Vacancy for a ‘Local Evaluator’ for the evaluation of the Vietnam component of the MRMV programme

3. Requirement of Local Evaluator

  • Female
  • Preferably not linked to the MRMV or any other Oxfam program
  • Professional command of local language and English (speaking, writing, reading) and of any other language that is needed in liaising with the major stakeholders of the programme (in particular youth and children)
  • Junior professional with:
    • University degree (minimum Bachelor level)
    • Some experience in conducting evaluations
    • Experience with participatory approaches and capable to apply these
    • independently
    • Experience with working with youth and children
    • Capacity to work independently and to take initiative, and to supervise
    • peer evaluators
    • Readiness to learn and develop professionally; open minded
  • Available for field work from 1st till 13 th Dec 2015

4. Required Responsibilities

  • The local evaluator will assist the external evaluator in data collection and analysis, and providing her/him relevant information on the local context.
  • She will participate in all key activities related to the field visit.
  • Her main task will be in liaising with the children, youth and their allies (parents, educators & other staff) to obtain their views on the programme and assess program achievements at their level.
  • The local evaluator is also to play a bridging role between the external evaluator and the ‘Peer Evaluators’, particularly in case a language barrier makes communication more difficult.
  • The local evaluator will also contribute to ensuring the quality of the Peer Evaluators’ work and data collection, which will be conducted both jointly with and separately by the peer evaluators using a broad range of data collection methods.
  • During the first days of the field visit, specific sessions will be held with the local and peer evaluator which should allow preparing them fully to their task.

5. Contract

  • The local evaluator will be offered a contract by South Research, a Belgium based organisation in charge of the evaluation.
  • The terms of the contract will be similar to those offered by Oxfam.
  • South Research will be in charge of covering the fee (which will be paid at the end of the assignment, whereas local costs (transport, board and lodging, if any) will be arranged via the Oxfam office in accordance with Oxfam standards and regulations.
  • Indicative fee: 125 US $ (all taxes included).

6. Recruitment

  • The selection of the local evaluator will be done by South Research, based on the CV’s received.
  • The External Evaluator will be in charge of the communication with the Local Evaluator and inform the local Oxfam office and Oxfam Novib/Oxfam GB where appropriate.

7. Submission of Intent:
