Local Consultants for the Design Phase of the Canada-funded Business Challenge Fund in Vietnam

Canada’s Department of Foreign Affairs, Trade and Development (DFATD) is seeking to hire two local consultants to become team members under the guidance of a Canadian Senior Project Planning Team Lead for the design of the Canada-funded Business Challenge Fund in Vietnam. The local consultants will include a Private Sector Development (PSD) specialist and a Fund Management specialist. They are expected to provide technical input, advice and guidance throughout the planning and detailed design phase based on their area of specialization.

The purpose of this notice is to invite formal proposals from eligible consultants. On the basis of the formal proposals, two consultants will be invited to negotiate separate contracts for the provision of technical advisory services. DFATD reserves the right to refuse any or all proposals received. The amount allocated to each contract will not exceed CAD $18,000, inclusive of all taxes, expenses and fees. The estimated level of effort for the positions are as follows: PSD specialist - up to 45 days; Fund Management specialist – up to 31 days. The anticipated contracts are expected to start in May 2015. Kindly note that agreeing to and signing these contracts will eliminate the consultants from any future involvement in the implementation of the proposed initiative due to possible perception of conflict of interest.   

LANGUAGE OF THE PROJECT

The language of the project is English, but Vietnamese is required to fulfill the mandate.

DESCRIPTION OF SERVICES

It’s expected that the local consultants will undertake the following activities based on their respective specialization in private sector development and fund management:  

1)Contribute to documentation review and work planning
2)Undertake analytical exercises
3)Participate in a field mission
4)Prepare and finalize reports
5)Provide technical input on planning, approval and RFP-documents,
6)If required, prepare other reports/analyses related to the project

INSTRUCTIONS TO BIDDERS

Proposals should include the following:

1.A technical component that will include:

  • a cover letter (maximum 5 pages) explaining why the proposed individual is best suited for the position(s) described in the TORs
  • a CV (maximum 10 pages) of the proposed consultant(s), including contact information (phone number and email address) of at least two references for similar assignments undertaken. DFATD may also ask for copies of related degree or diploma at a later date.

The technical proposal will be awarded a maximum of 80 points (80 percent) of the total possible 100 points. 

2.A financial proposal that includes the proposed daily rate for the proposed individual. The financial proposal will be awarded a maximum 20 points (20 percent) of the total possible 100 points. 

Bidders who do not comply with the above requirements within the timeline will be deemed non-compliant.

Proposals shall be written in English and submitted in electronic copy to Ms. Tran Lan Huong of the Vietnam-Canada Program Support Unit: [email protected]. Hard copies are also accepted through submission to the Vietnam-Canada Program Support Unit Office.

In order to be considered, proposals must be completed and received no later than 17:00 hrs, Hanoi Time, on Monday, April 20th, 2015. The Vietnam-Canada Program Support Unit will confirm receipt of the proposals.
