Local Consultant for Contract and Supplier Performance Management

Chemonics International seeks a Local Consultant for Contract and Supplier Performance Management (based in Hanoi, Vietnam) to support the Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project. The purpose of the GHSC-PSM project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world.

In Vietnam, the project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

Currently, antiretroviral (ARV) medicines for the HIV/AIDS program are supplied by three different sources: The National Targeted Health and Population Program, PEPFAR, and The Global Fund. With the reduction of financial support from international donors, the Social Health Insurance fund (SHI) has become the most important source to maintain an uninterrupted supply of ARV medicines to patients.

Based on Circular no. 28/2017/TT-BYT dated 28 June 2017, Vietnam Social Security (VSS) was assigned to sign the contract with awarded suppliers for ARVs procured through the social health insurance fund and manage the supplier’s performance supplying ARVs to health facilities. It is anticipated that the designated functions and responsibilities will be assigned to the North Center for Medical Review and Tertiary Care Payment (The Center).

To assist The Center/VSS in managing the supply contract and ARV supplier performance, GHSC-PSM seeks a local consultant to develop the contract management procedure (SOPs) including workflow and criteria to evaluate the contract awardee’s performance in supplying SHI ARVs.

Principal Duties and Responsibilities (Essential Functions):

The Local Consultant for Contract and Supplier Performance Management will provide technical support to North Center for Medical Review and Tertiary Care Payment/VSS to:

  • Develop any necessary procedures (SOPs)—including detailed workflow (flow chart) and guidance based on best global practices suitable to the Vietnam context—to manage contracts signed with awarded suppliers
  • Develop criteria including detailed key performance indicators (KPIs) and grading system to evaluate the awarded suppliers’ performance in procurement and supply of social health insurance medicines (including ARVs).
    Participate in survey trips to provinces to explore and understand the context for technical material development purposes, as requested by the project.
  • Solicit inputs from relevant stakeholders and facilitate discussion, adoption and endorsement of SOPs, guidance, and criteria documents as necessary.
  • Develop and lead lectures or interactive training opportunities related to the procurement and supply chain management as requested by the project.

Qualifications:

  • Bachelor’s degree, preferred pharmacy or health sciences.
  • At least five years of experience working in contract and pharmaceutical supply management sector.
  • Excellent interpersonal and communications skills;
  • Fluency in Vietnamese and advanced English required.

Location of Assignment

This is position based in Hanoi, Vietnam with the anticipated level of effort is maximum of 320 billable hours.

Supervision

The Local Consultant for Contract and Supplier Performance Management will report directly to the Technical Director.
