Terms of Reference

Japanese Translator for “JICA Project for Determine the Outbreak Mechanisms and Development of A Surveillance Model for Multi-Drug Resistant Bacteria”

1 Position Title     Japanese Traslator

2 Work Place    Project office at National Institute of Nutrition. Address: 48b Tang Bat Ho, Hanoi

3 Working Hours    5 days per week (from Mon to Fri), 35 hours per week
(from 8h30 to 17h00, 1.5 hour lunch time). *Overtime service is only upon the employer’s request in advance. Day Off    Saturday, Sunday and national holidays Sick and Vacation Leave    - The employee is entitled with 14-day vacation leave (excluding Tet holidays) per a year subject to advance notice from Employee to Employer and subject to Employer’s approval.
* If the employee takes an extra day off for himself/herself, the amount of basic daily salary shall be deducted from the basic monthly salary.
* In case the employee takes sick leave, Social Insurance based salary will be paid for the sick leave duration instead of basic monthly salary.

4 Employment Period     From April 2014 to March 2015 (Starting date is negotiable)
* Probation period for the first 2 months. (The basic salary during the probation is 85 % of the basic salary.)
* Possible extension until the end of the Project in 2017.

5 Salary and Allowance

1) Basic Salary (Monthly): 10,000,000-12,000,000VND based on his/her experience.

2) Allowance
- Overtime/Holiday Work (Work requested by the employer in advance.)

  • Ordinary (1 hour)    150 % of the regular hourly rate
  • Saturday, Sunday and Holiday  300 % of regular hourly rate per hour

- Bonus: In Feb 2015, based on performance appraisal, upto one month equivalent bonus will be paid.

3) Deduction: Note that Social Insurance 7 % , Health Insurance 1.5% and 10% of income tax is deducted from basic salary based on Vietnamese Law.
Paid by: Project Coordinator from the budget of JICA Technical Cooperation.
Frequency: Paid once, on 20th of the month (if the dates fall on holidays and weekends, salary will be paid prior to the dates)

6 Background

  • Recent abuse of antibiotics in the medical and agro-fishery sector has increased threat of the multi-drug resistant bacteria tolerant to various antibiotic substances which many possibly trigger intractable infectious diseases. Control of drug-resistant bacteria should be coped with on global basis to prevent cross-border diffusion, caused by trans-border movement of people and globalization of agro-fishery products.
  • Vietnam is reported to present higher carriage rate of the drug-resistant bacteria compared to other countries. Currently 42 % of population carry drug-resistant bacteria and there is which leads to growing concerns over further diffusion.
  • From such circumstance, the Government of Viet Nam has begun efforts to solve the problems on food safety and infectious diseases and the needs of research on the occurrence and spread of resistant strains of this challenge in the country has been raised to solve this situation.
  • National Institute of Nutrition, Ministry of Health (NIN) and Japan International Cooperation Agency (JICA) has agreed to implement the project for the determine the outbreak mechanism and development of a surveillance model for multi-drug resistant bacteria” since December 2011.
  • The project office has just launched in NIN since a JICA Expert of Project Coordinator dispatched in September 2012.

7 Purpose     To assist JICA Expert and NIN project staff for smooth implementation of the Project.

8 Responsibilities

  • Assist JICA Expert and NIN project staff on:
  • Translating Vietnamese into Japanese documents for the project such as reports for Ministry of Health, Ministry of Finance and JICA instructed by JICA Expert and NIN staff.
  • Translation and interpretation in Japanese and Vietnamese.
  • Assisting logistic arrangement of Japanese experts’ business trip.
  • Assisting procurement of the project.
  • Filing project documents such as accounting papers on the project under JICA Expert’s supervision.
  • other relevant tasks requested by JICA Experts

  • Be punctual.
  • Be honest, trustworthy and pro-active.
  • Respect the regulations of NIN and the Government of the Vietnam.
  • Respect the instructions of JICA Experts and do his/her best to provide assistance.
  • Keep confidential any information regarding the project received by the project assistant during work.
  • Operate office equipments (e.g., computer, fax, copy machine) carefully and keep properties in good condition.
  • Maintain proper attention to all office items for security, especially while JICA experts are away on business.

9 Qualification   

Education:

  • College degree or equivalent
  • Working experience: Experience in Governmental agency in Vietnam.
  • Preferably working 1 year experience as an interpretor, translator, secretary, or assistant in a governmental project.

Expected competencies

  • Japanese Communication skills : Fluent in Japanese (Required Japanese level is equivalent of N2 or more) (both written and spoken)
  • Computer literacy (Word, Excel, PowerPoint, Internet)
  • Willing to work for long term more than one year.
  • Open and willing to work with people of various cultural and social backgrounds
  • Good inter-personal skills
