Netherlands Leprosy Relief (NLR), established in 1967, is a Dutch non?governmental organization (NGO) for the  control of the disease leprosy and the rehabilitation of persons with disability including those due to leprosy, which is a major cause of disability. The NLR International Office is in Amsterdam with branch offices in 7 countries from where programs are supported in 15 countries.

NLR’s mission:  NLR promotes and supports health, ability and full inclusion in society for persons affected by leprosy or living with disabilities. NLR reaches annually more than 90,000 patients and other beneficiaries through its programs worldwide.

Netherlands leprosy Relief (NLR) has supported projects in Vietnam and the Mekong Region since 1981; initially leprosy disease control projects, later shifting towards leprosy disability projects and more recently towards projects that comprehensively serve the needs of persons with disability regardless of its cause. The NLR Mekong regional office in Hanoi currently supports programs in Vietnam, Cambodia and Myanmar. Central to NLR’s support in the Mekong region is the link between disability and poverty.

Recently, NLR has started a decentralization process throughout its global operations. NLR envisions that by the year 2020 all its branch offices have become independent local organizations that are bound by the NLR mission.

The NLR Mekong regional office is looking for an experienced Institutional Fundraiser and Communication Officer to join its team. The ideal candidate is a good communicator and someone who is ready to establish, implement and maintain the NLR Mekong funding strategy and funding plan in order to increase the NLR Mekong income from institutional donors.

Scope of work

The Institutional Fundraiser and Communication Officer will work closely with the NLR Mekong team in Hanoi; the Institutional Fundraiser at the NLR International Office in Amsterdam; national and local partner organizations in Vietnam, Cambodia and Myanmar and international agencies working on Disability and Leprosy, to initiate and support directly the fundraising plans and efforts of NLR Mekong.

Key tasks and responsibilities

  • take lead in planning, development, implementation and maintenance of all fundraising activities;
  • contribute to the development and increase of NLR Mekong’s income by producing high quality concept papers and grant proposals, and by assisting the NLR Mekong team in planning, development and submission of high quality concept papers, project proposals, and budgets;
  • proactively identify opportunities for fundraising with institutional donors and private foundations; maintain contacts with embassies and other donor institutions in Vietnam, Cambodia and Myanmar and make continuous efforts to expand the donor network; 
  • establish donor mapping for Vietnam, Cambodia and Myanmar and, together with other relevant NLR staff, further develop a country funding strategy;
  • manage funding and communication processes at the NLR Mekong office, including quality control of these processes;
  • seek alliances and cooperation with other partners (local, regional and international NGOs and any other partners) with the goal of joint institutional fundraising;
  • coordinate and collaborate with the Institutional Fundraiser and Communication Officers of the NLR International Office and the six other NLR branch offices globally;
  • advise, guide and support, including (on?the?job) training, the NLR Mekong team and its partner organizations in the process of developing high quality project proposals and report writing;
  • develop strong contents on NLR Mekong’s mission and work in the region for attractive information pamphlets, brochures, social media, etc.;
  • design and manage NLR Mekong’s website and social media channels and help ensure that NLR Mekong’s work is well known and regularly publicized;
  • actively participate in the NLR Mekong management team and contribute to policy development with regard to strategic directions of programs and projects;
  • any other task required to achieve NLR Mekong’s mission.

Required experience and qualification 

  • Vietnamese national with advanced degree in Marketing, Communications, Not?for?Profit Management or related fields; experience and skills can substitute for formal qualification;
  • at least 5 years of work experience in the field of development cooperation with an NGO or donor organization;
  • proven experience in institutional fundraising and grant proposal writing, particularly experience with successfully preparing project proposals for institutional donor agencies, including European Commission, USAID, AUSAID; with a track?record of successfully acquired funding and grants;
  • proven experience in producing internal and external communication materials;
  • excellent written and spoken Vietnamese and English language skills;
  • demonstrated report and proposal writing and presentation skills;
  • good communication skills and a positive attitude to effective team work;
  • willingness and ability to travel within Mekong region;
  • good knowledge of the INGO and NGO sector and working experience in the Mekong region countries is an asset;
  • knowledge of disability issues and networks of disability organizations and services are an asset;
  • a natural networker with substantial experience of building relationships with (potential) donors; bringing a network of donor agencies is an asset.
