Independent Consultant Team to Provide Technical Assistance

The project “Support to the implementation of the Resolution 80/NQ-CP on directions of sustainable poverty reduction (2011-2020) and the National Targeted Program on Sustainable Poverty Reduction (2012-2016)", Ministry of Labour-Invalid and Social Affairs, funded by UNDP and Irish Aid  is to support the implementation of the GOVN Resolution 80/NQ-CP on directions of  sustainable poverty reduction 2011-2020 and the National Targeted Program on Sustainable Poverty Reduction 2012-2016. Its contributions to the GOVN’s target of accelerated poverty reduction in the poorest ethnic minority, mountainous and coastal areas and primarily to the One Plan output 1.1.3 and outcome 1.1. will be realized through achievement of outputs targets (i) Poverty reduction policies under the responsibility of line ministries are streamlined, and poverty reduction is mainstreamed into line ministries’ plans and policies; (ii) National Targeted Program on Sustainable Poverty Reduction (NTP-SPR) is designed and implemented effectively, contributing to rapid poverty reduction in poorest districts, communes and villages and of ethnic minority people through the application of innovative modalities and approaches; (iii) System for monitoring and analysis of multi-dimensional poverty and vulnerability and high level policy dialogues on poverty and vulnerabilitycontribute to inclusive, equitable and pro-poor development outcomes. The project will be implemented in close cooperation and coordination with other UN and development partner agencies within the One UN Initiative and the Joint GOVN-Development Partners Partnership to “Support the implementation of Resolution 80 and NTP-SPR”. 

Rapid Impact Monitoring (RIM) has been used by Vietnam Academy of Social Sciences (VASS) in 2009, 2010 and 2011 with the aim to evaluating impacts of economic shocks and changes of macroeconomic policies on vulnerable groups, based on which, timely providing information and evidences to relevant agencies of Government and National Assembly.

Considering the economic shocks/changes, the current policies in relation to labor and social sciences, the demand of State management for the application of a quick impact assessment tool and the efficiency of RIM after 4 year implementation, it was proposed to use RIM as a support tool for monitoring and evaluation of the vulnerability of target groups (being poor, vulnerable, labor of formal - informal sector) against economic shocks or macro-economic changes. This activity was proposed by MOLISA and incorporated into the Work Plan 2013 of PRPP Project that is funded by UNDP and Ireland.

Accordingly, PRPP Project will recruit an independent consultant team (including two national consultants) to provide technical assistance to adjustment of RIM toward vulnerability monitoring of people in fields of labor, employment and social assistance against economic shocks or revised macroeconomic policies.

The consultant team will work for MOLISA in researching, developing a technical proposal that details definition, methodology and roadmap to incorporate RIM into the vulnerability monitoring system of the Government, as well as recommending RIM implementation scheme in 2013 with the involvement of the Institute of Labor Science and Social Affairs (ILSSA).
