PATH is implementing “Communities for Healthy Hearts” to improve hypertension management and control in Ho Chi Minh City (HCMC). The Communities for Healthy Hearts (CH2) project is an innovative healthcare delivery model designed to improve hypertension management and control, which focuses on Ho Chi Minh City (HCMC), home to the largest urban population in Vietnam. CH2 is implemented in four districts, which cover a population of approximately 2 million people.

CH2 aims to improve blood pressure control and health outcomes of adults living in urban settings in Vietnam by:

1. Increasing awareness of hypertension and demand for screening and treatment among adults.
2. Increasing availability of hypertension screening and referral services.
3. Increasing availability of hypertension services reflecting the full continuum of patient-centered care in public and private facilities.
4. Reducing loss to follow-up by strengthening referral systems, increasing patient contact, and empowering patients.
5. Enabling country-level decision-makers to use project evidence to sustain and scale hypertension services.

PATH is seeking a HCMC based Implementation, Monitoring & Evaluation (M&E) Officer to provide technical assistance for research, monitoring and evaluation (M&E), to implement and strengthen project monitoring, research activities, data quality assurance activities and use of eHTN.Tracker and other M&E electronic database.

DUTIES AND RESPONSIBILITIES

Under the guidance, supervision and direction of the Technical Coordinator, the M&E officer will have specific duties and responsibilities that include:

Overall Monitoring and Evaluation

  • Work closely with CH2 team members, local partners and stakeholders to revise/update/finalize the overall framework, database and DQA plan for required M&E systems and ensure them up-to-date and reflecting project changes and evolution;
  • In collaboration with Hanoi University of Public Health, consultants, and the PATH team, provide inputs for process of protocol, data collection, and reporting for project progress and outcome evaluation, result dissemination, and programmatic lessons learned; Assist the Technical Advisor as needed with interface with the HuPH evaluation
  • Guide, develop, support, and oversee the application of the routine monitoring system, guidelines, job aids and tools to collect and track regular data to inform the progress of project implementation, the direction of the project, and data uses;
  • Work with project staff and partners to build capacity in routine M&E, including quality data assurance and management;
  • Support the process of developing the M&E system for the business model implementation of social enterprises
  • Manage and oversee consultants and subcontractors involved in the implementation of the responsible area and M&E; Implementation of Online Hypertension Tracking System Database (eHTN.Tracker).
  • Provide inputs and oversee the process of implementation of a SMS reminder eHTN.Tracker systems ;
  • Lead in providing technical guidance, field visit monitoring, coaching, mentoring, and on-the-job training to ensure health care providers under the project network fully implement and apply the eHTN.Tracker system;
  • Lead CH2’s team to develop and roll-out plan to implement the hypertension client database (eHTN.Tracker) among health care providers;
  • Facilitate the mHealth and eTHN.Tracker training course for health care providers.

REQUIRED SKILLS AND EXPERIENCES

  • A bachelor degree in public health with concentration in statistics and epidemiology required. A Masters in Public Health preferred.
  • Having project implementation and execution skills.
  • At least 5 years of M&E experience (preferably including the participation or leading of the monitoring and/or evaluation of a full public health or development intervention program, measuring impact and outcomes and involved in both baseline and end-line studies).
  • Experience in building and or managing both qualitative and quantitative data collection tools, frameworks, and databases.
  • Understanding of the Vietnam healthcare system and implementation of public health programs in both healthcare/hospitals and community settings preferred.
  • Proficient in database management and data processing.
  • Good computer skills, (statistic software, MS office application, including Word, Excel, PowerPoint), especially advanced in SPSS.
  • Good at using software and web-based application for data management.
  • Good communication skills, including writing, listening, explaining and presenting.

Must have legal authorization to work in Vietnam.
