I. Summary of the Post:

The IT unit of UNICEF Vietnam is providing IT services for all users at UNICEF offices in Ha Noi and Ho Chi Minh city. The temporary ICT Assistant will provide IT network system maintenance and user support services in accordance with UNICEF Global guidelines and instructions to ensure the smooth IT operation of the office. The temporary ICT Assistant will work under direct supervision of the ICT Specialist to provide network system maintenance and user support for all users at UNICEF Ha Noi office and Ho Chi Minh office.

II. Key Duties and Responsibilities:

1. Timely and effective technical assistance and support for office network and server systems including software/hardware installation and operational support
• On a continuing basis, administer and maintain office network and server system components: ranging from hardware installation of network equipment to software/firmware upgrades, capacity & availability management, and system monitoring tools.
• Ensures minimal down time and maximum staff productivity through effective services, infrastructure improvement, monitoring and compliance to standards.

2. Physical layout of network and servers system components is documented and maintained
• Prepares and maintains a physical layout of network and server systems component including diagrams and network description.
• Prepares and maintains a logical network topology; including diagrams and topology descriptions.
• Periodically produces statistical reports on availability, capacity and other related matrix's in support of the overall infrastructure

3. Timely and effective user support is provided related to UNICEF personal computers and peripherals
• Provides user support for all UNICEF computers, printers and laptops/notebooks, docking stations, peripherals and handhelds. Resolves and closes all calls passed on from the first line, and, as necessary, seeks further support from third line, Subject Matter Experts (SMEs), or external vendors for resolution.
• Keeps the users informed of their calls' status as appropriate.
• Keeps all Global Help Desk staff informed of notable trends, solutions, fixes, delays that are in effect and any new processes.
• Provides support for Conference room and Video Conference setup.
• Assists to plan and implement new IT initiatives or migration projects, including rollout of new installations, upgrades of hardware, software, or operating systems.
• Provide input and offer suggestions during pilot testing and evaluation of new hardware, software, and applications that are to be selected as UNICEF standard.
• Provides input and offer suggestions for IT initiatives under UNICEF and One UN Context in Vietnam

4. Assignments of additional duties and responsibilities are effectively performed.
• Performs other duties as assigned by the supervisor.

III. Reporting
The Temporary ICT Assistant reports to ICT Specialist

IV. Performance indicators for evaluation
Six months and end of assignment.

V. Qualification/Specialised Knowledge and Experience

1. Education
o Completion of Secondary education supplemented with formal training (at university level) in Computer Science, or related discipline(s) with additional training in networking and telecommunication technology.
o Some industry-wide vendor certification in a technically relevant field an asset such as Microsoft, Cisco, etc.
o Computer literacy and ability to effectively use standard office software, tools and technologies.

2. Work Experience
o Six years practical work experience in information technology, as well as systematic methods of troubleshooting and analytical problem solving, providing assistance to users on IT products and services, and use of applications and diagnostic tools.
o Practical training in wide-Area-Network (WAN) and network operations.
o Fundamental working knowledge of TCP/IP in an Ethernet Local/Wide Area Network environment. Knowledge of WAN connectivity. PC, and Disk operating System, Network Operating System, MS Windows, MS Windows Server 2003/2008, IBM Lotus Notes, Cisco routers and switches.

3. Language Proficiency
o Fluency in English is required. Working knowledge of another UN language an asset.
o Good written and communication skills.

• Fundamentals of networking and communications.
• Knowledge of LAN/WAN connectivity, Personal Computer, Disk Operating System, Network Operating System, and MS Windows.
• Knowledge of network architecture, security architecture,TCP/IP, firewall administration/support, Ethernet switches, routers, Microsoft Operating Systems, MS Windows, MS Windows Server 2003/2008, IBM Lotus Notes Domino Server, Cisco routers and switches

c) Technical Knowledge to be Acquired/Enhanced
• Understanding of UN/UNICEF rules and regulations, business processes and procedures., including, UNICEF IT Security Policy, Standards and Electronic Code of Conduct.
• Understanding and keen awareness of trends and development in information technology fields (e.g., industry mainstream hardware, operating systems, software tools and utilities).
• Understanding of UN Mission and system; and International Code of Conduct

• Understanding of UNICEF Mission Statement and observance of UNICEF Guiding Principles.
