Position:     HR Manager
Location:     Ho Chi Minh

Position Overview:

The Human Resources Manager is a member of the country management team (CMT) and s/he is required to manage the human resources department, overseeing administration of hiring, retention, staff development, termination, personnel records, legal compliance, compensation, benefits, and long-term staffing strategies. Responsibilities include development and administration of personnel rules and regulations, pay and job classification structure, and programs for employee training, safety, health, and morale.  This position reports to the Country Director (CD).

Responsibilities:

A. Development and Implementation of HR Strategies, Policies, Systems and Plans

  • Design, operate, coordinate and monitor operational systems for managing necessary human resource functions to implement the approved policies
  • Become fully conversant with global Human Resources Long Range Plan (HRLRP) and facilitate its implementation in Room to Read Vietnam
  • Identify labor related legal requirements and government reporting regulations affecting human resource function; prepare information requested or required for compliance; act as primary contact with the concerned department of the Government with respect to human resource issues;
  • Update position descriptions in the organization according to the need in consultation with the respective line managers, and Global Office (GO)
  • Maintain employee database, currently in Human Resource Management System (HRMS).

B. Planning and Staffing for Human Resource Needs

  • Establish standard recruiting and placement practices and procedures as suggested and directed by Global Office
  • Ensure an appropriate level of human resourcing to meet the existing and anticipated business needs of Room to Read Vietnam
  • Manage the recruiting and hiring process, including working with hiring managers to define strategic staffing plans
  • Provide guidance and support to staff in completion of “Staffing Models” (workforce planning);
  • Prepare Personnel budget (salary and benefits), manage and own expenditures, and report on variances to budget.
  • Work with line managers and HRGO to develop Country Office (CO)’s annual staff development plan in line with global staff development strategy

C. Management and Development of Staff Performance

  • Review, develop and implement effective employee performance management system, aligned with GO guidelines; train line managers and provide advice and support for performance management issues
  • Implement a training and development process to ensure that appropriate development needs are met on a timely and cost effective basis
  • Organize and coordinate both in-house and off-site staff training and development programs to meet the identified development needs
  • Facilitate Capacity Assessment and Capacity Building of staff members as and when required;
  • Implement Succession Planning Program in alignment with GO guidelines.

D. Develop Effective Employee Relations Program

  • Communicate human resource policies across the organization
  • Advise GOHR in reviewing and revising salary structure, pay policies;
  • Review and recommend employee benefit programs, and security, safety and health program to CD and CMT for approval and implementation.
  • Implement compensation and benefit policies and practices to ensure that staff are rewarded in line with both general market practice and individual performance level
  • Determine and recommend employee relations practices necessary to establish positive employee-employee relationships and employee-employer relationships
  • Work directly with line managers to assist them with employee relations matters.

E. Other

  • Maintain current knowledge and understanding of regulations, laws, industry trends, practices, and developments regarding Human Resources that may affect Room to Read Vietnam and advise management and employees accordingly
  • Liaise with other Human Resource professionals
  • As a member of the Country Management Team (CMT), provide regular updates on HR activities and plans
  • Perform other duties as assigned by supervisor.

Required:

  • Native Vietnamese
  • Advanced in English language skills both verbal and written communication skills.
  • Degree in Human Resource Management or related field 
  • Minimum 5-7 year experience in Human Resources Administration work, with at least 2 year experience as a manager
  • Strong managerial and leadership skills
  • General knowledge of the principles and practices of Human Resources Administration
  • Outstanding interpersonal relationship building and employee coaching skills
  • Demonstrated ability to provide follow up on a timely basis and keep stakeholders informed of status of projects
  • Experience in developing and implementing process improvements
  • Ability to maintain the highly confidential nature of human resources work
  • Ability to work independently, and under pressure
  • Strong reasoning, decision-making, and sound judgment
  • Understanding of labor, taxation law, and other applicable rules and regulations in Vietnam
  • Proven integrity and character, especially in the stewardship of resources, transparency and accountability
  • Proven track record of achieving results
  • Willing to travel and work in the field, as required
  • Computer literate: MS Word, Excel, Power Point, and any HR Management database

Preferred:

  • Advanced degree in a related field, i.e. MBA, Human Resource Management, etc.
  • Good facilitation and negotiation skills
  • Cross-cultural working exposure
  • Ability to integrate learning opportunities with day-to-day work

Working location: 

The position is based in Ho Chi Minh City and travel for work to other provinces or cities upon the request of the organization and job required.
