Room to Read seeks to transform the lives of millions of children in developing countries by focusing on literacy and gender equality in education. Working in collaboration with local communities, partner organizations and governments, we develop literacy skills and a habit of reading among primary school children, and support girls to complete secondary school with the relevant life skills to succeed in school and beyond.

We are non-governmental, non-religious and work with many local NGOs and community based organizations to implement our programs. We currently work in Bangladesh, Cambodia, India, Laos, Nepal, South Africa, Sri Lanka, Tanzania, Vietnam, and Zambia – countries with a desperate lack of resources to educate their children. Since our inception, Room to Read’s worldwide team has impacted over 7.8 million children by constructing more than 1,600 schools, establishing over 15,000 libraries, publishing 874 new children’s book titles in 27 local languages, and reaching over 20,000 girls through our Girls’ Education program.

Room to Read has an annual budget of approximately US$43.7 million and our global staff numbers over 600. Our global headquarters is located in San Francisco, and we have smaller fundraising offices in Delhi, New York, Hong Kong, London, Mumbai, Sydney, and Tokyo. We have an Asia Regional Office located in New Delhi and program offices in Colombo, Dar es Salaam, Dhaka, Hanoi, Ho Chi Minh City, Kathmandu, Lusaka, New Delhi, Pretoria, Phnom Penh, and Vientiane.

Position Overview:

The Human Resources Associate (HRA) will be responsible for supporting Human Resources Manager (HRM) in managing HR support services include personnel administration, logistics support for hiring process, logistics support for staff development and RtR learning resources, staff meeting and team building activities, staff orientation program, management of employment contracts and personnel records, administer compensation and benefits plan, and follow up HR-related rules and regulations. This position will directly report to the Human Resources Manager.

Primary Duties & Responsibilities:

  • Facilitate operational systems for managing necessary human resource functions to implement the approved policies including Employee Handbook, Performance Management System, Travel and Expense Reimbursement Policy and other employee-related rules and regulations.
  • Identify labor related legal requirement and reporting regulation affecting human resource functions. Maintain good relations with Labor department, outsourcing vendors and prepare necessary information required for compliance.
  • Act as Learning Resource (Library) Officer to manage and provide necessary training resources and materials to all staff at both CO and Field Offices as a part of staff development program.
  • Coordinate and organize logistics to both in house and off-site staff training, workshop, meeting and other capacity building programs to meet the identified development needs. Maintain all records related to staff development activities.
  • Developing/updating orientation materials and in conducting new staff orientation program.
  • Educating RtR Vietnam staff members (new & existing staffs) regarding changes/updates of personnel policies and guidelines, compensation and benefits, as well as responding to general and specific inquiring on HR issues.
  • Administer compensation and benefits for RtR staff including tax and insurances declaration report, monthly declaration report and process all payments to government.
  • Compile and update information include prepare HR log report, update monthly staff contact list, prepare staff turnover and other HR matrices report, and update employee bio information.
  • Maintain employee filing system and staff database record which currently in HRMS.
  • Coordinate job announcement/head-hunting process, application screening, and interview/written test process. Take part as an interview panel member as and when needed.
  • Manage and follow up the Joined Annual Calendar events, update Paid Time Off (PTO) report and inform to staff, design annual leave plan to encourage staff to use their leaves and maintain all leave records.
  • Determining and recommending employee relations practices necessary to establish positive employee-employee relationships and employee-employer relationship.
  • Follow up on all operational and logistical matters with regard to staff-related activities include support logistics for grouped trainings/workshop, staff forum, staff annual meet-up (retreat) and other team building activities.
  • Provide regular updates on HR activities and plans at regular meetings with staff, and GO as and when required.
  • Handle routine secretarial tasks for HR Department e.g. filing, budgeting, financial disbursement process and drafting routine correspondence with staff and partners.
  • Process and monitor the consultant and translation contracts. Propose for better resources and services.
  • Work closely with program team on consultant service requests to ensure the quality and efficiency of the outcomes.
  • Keep track and update timely/consistently consultant data and resources.
  • Perform other duties as assigned by supervisor.

Qualifications:

Required:

  • Bachelor degree in HR Management, General Management, Administration or related field
  • Minimum of 1-2 years of professional experience in HR or Administrative position
  • Experience in successful implementation of a wide range of responsibilities in a prior human resources or administrative position
  • High level of reliability, honesty, and trustworthy
  • Good facilitation skills and ability to manage groups
  • Ability to work independently, under pressure
  • Good/professional verbal and written communication skills in English and Vietnamese
  • Computer literate: Ms Word, Excel, Power Point, and any HR Management database

Preferred:

  • Experience in supporting and developing the HR Department in non-for-profit organization
  • Good decision-making, reasoning, judgment, coordination, and collaboration skills
  • Strong planning and management skills
  • Strong organizational skills with good attention to details
  • Strong people-oriented skills with good teamwork spirit
  • Willing to travel and work at the field if required.

Working location: 

She/He is based in Ho Chi Minh City and frequent travel for work to other provinces or cities upon the request of the organization and job required.
