Household Survey Technical Consultant

Background

The Swiss Red Cross (SRC) is a member of the International Federation of the Red Cross and Red Crescent Societies.It is part of a worldwide network of 188 National Societies. The purpose of Swiss Red Cross’ activities is to protect the lives, health and dignity of human beings worldwide, the Swiss Red Cross is active in a large number of humanitarian programs.Formany years the Swiss Red Cross in Vietnam has worked in collaboration with the Vietnamese Red Cross particularly in the sectors of shelter, rural development, disaster risk reduction, and encouraging programs to prevent and alleviate human suffering.

The Swiss Red Cross has a functional office in Hanoi in charge of coordination aspects with the Vietnamese Red Cross, the wider Red Cross Movement in Vietnam, and other DRR stakeholders.Since November 2015, the Swiss Red Cross together with the Vietnamese Red Cross has beenimplementing aCommunity Based Risk Management projectin vulnerable communes of the province of Ca Mau. The project has three key outcomes: Increasing understanding andcapacities of 8 communes in Disaster Risk Reduction;Improving existing and establishing disaster response capacities at the commune level with clear links todistrict and provincial structures and;disaster response capacity of VNRC at provincial, district and commune levels is enhanced.

As a key component of the first outcome VNRC and SRC will be undertaking community preparedness and awareness outreach in the most vulnerable hamlets of 8 communes.  In order to measure the effectiveness of the activities over the course of the project, project partners will be undertaking a household preparedness baseline survey in target hamlets.  SRC is seeking the services of a qualified consultant with experience in designing and supporting the implementation of a baseline survey.  The consultant will also be required to train the project staff, including a monitoring and evaluation team to undertake the survey.

Project:     Community Based Disaster Risk Management in exposed localities in the Province of Ca Mau – Mekong Delta of Vietnam.
Location:    8 communes in Ca Mau province

Tasks

The consultant will be responsible for the following tasks:

  • With input from the Project Management Board from VNRC and SRC, design a baseline survey questionnaire to understand the current level of awareness regarding disaster preparedness and facilitate the measurement of the effectiveness of awareness raising activities over the course of the project
  • Provide advice to the Project Management Board regarding the sampling approach and size to ensure reliability and validity
  • Work with SRC and VNRC to design and deliver training for project staff on the implementation of a baseline household disaster preparedness survey
  • Immediately following the delivery of training, support the undertaking of the baseline in target communes
  • Oversee the collection of baseline data survey and inputting into a suitable format or program for further analysis
  • Undertake the analysis of baseline survey results and write a baseline survey report outlining the current state of preparedness in target hamlets

Timetable

  • Oversee the design of the baseline survey with input from the Project Management Board: 2 days
  • Design and deliver the training to project staff in Ca Mau Province to deliver the baseline survey: 6 days
  • Support the implementation of the baseline survey in target hamlets in 8 communes: 16 days
  • Undertake analysis of the baseline survey results and write a report on the baseline survey results: 4 days

Total: 28 days

Outputs:

I.    After the baseline survey, VNRC staff and volunteers will:

  • Understand baseline survey methodology and disaster preparedness.
  • Have knowledge and capacity to apply key techniques for information collection and analysis
  • Improve reporting, interviewing and communication skills.
  • Increase capacity on information system management (data base and other controlling mechanisms)

II.    Deliverables

  1. Baseline survey measuring household preparedness
  2. Training package to train monitoring and evaluation project staff in the implementation of the baseline
  3. Raw data from baseline survey in suitable format or program
  4. Detailed report on the outcomes of the baseline survey

Selection Criteria

The successful candidate/s will have the following:

  • Qualifications in monitoring and evaluation, project management or a similar area
  • Experience in providing technical advice and support on baseline surveys
  • Experience in designing and administering surveys
  • Experience in undertaking analysis on household survey data collected and transforming raw data into baseline survey report
  • Experience working with government partners and mass organisations.
  • Excellent written and verbalcommunication skills in English and Vietnamese
  • Knowledge of the Red Cross Movement
