HIV Treatment Expert

Background

The USAID Sustainable HIV Response from Technical Assistance (SHIFT) project managed by FHI 360 seeks to strengthen HIV services and helps transition the HIV/AIDS response to local ownership through targeted technical assistance in 11 provinces in Vietnam towards accomplishing ambitious UNAIDS “90-90-90” targets. Vietnam was the first country in Southeast Asia to adopt the UNAIDS Fast-Track 90-90-90 targets, where 90 percent of all people living with HIV (PLHIV) know their HIV status, 90 percent of PLHIV who know their status receive sustained antiretroviral therapy (ART) and 90 percent of PLHIV on ART are virally suppressed.

Purpose of the consultancy

FHI 360 seeks a HIV treatment expert/consultant to work with the Vietnam Administration for HIV and AIDS Control (VAAC) to undertake technical assistance (TA) assignments that will support the national HIV program in retaining HIV patients on antiretroviral therapy (ART), improve HIV and tuberculosis (TB) service linkages, and support the Ministry of Health in revising Circular 32, which provides directives for the provision of HIV services.

Scope of work (SOW)

The consultant’s scope of work will align with VAAC’s objectives and demands for the national HIV/AIDS care and treatment (C&T) program. The consultant will provide technical assistance and undertake work in three areas as follows:

  • ART retention enhancement:
    • Develop ART retention enhancement package
    • Organize training for PAC and HTF staff in selected provinces with the highest patient attrition rates
    • Provide routine TA during implementation of the ART retention enhancement package
    • Organize meetings to review progress
  • TB/HIV services integration and linkages (working in collaboration with the National Target Program and VAAC/Global Fund project):
    • Provide TA to current 12 provinces that have integrated TB/HIV services already in place
    • Provide TA to new 20 provinces to implement the TB/HIV service integration model
  • Circular 32 revision:
    • Conduct assessment of the implementation of Circular 32 in identified provinces
    • Organize technical meetings with relevant stakeholders to revise Circular 32 based on assessment findings
    • Organize the pilot for multi-month antiretroviral scripting and dispensing
    • Finalize the revised Circular 32 document

Consultancy duration: Approximately 14 weeks, fulltime consultancy, June to September 2017

Deliverables: Monthly report

Billing: VAAC’s C&T department will review and certify the consultant’s billing statement, while FHI 360 will make payments for the consulting services.

Technical monitor and workplace: VAAC will support and monitor the consultant’s performance and provide a work station at its headquarters in Hanoi.

Qualifications

  • Education: degree in medicine or public health (master’s degree preferred)
  • Experience in HIV clinical care and/or program management
  • Understanding of the health system and ability to work well with implementing partners and government counterparts
  • Good written and oral communication skills in both Vietnamese and English
  • Good computer skills and proficiency with Microsoft Excel
  • Ability to travel as necessary
  • Vietnamese nationality required
