Gender Advisor

National Institute for Finance, Ministry of Finance of Vietnam (MOF) is looking for an international advisor in order to run a traning course of Gender sensitive financial policy with details as below:

1. The purposes and objectives of the training

  • To enhance knowledge on gender responsive taxation and budgeting and gender integration in financial policies of technical staff and leadership in MOF, who are in charge of the implementation of the Financial Development Strategy (FDS), Medium - Term Action Plan (MTAP) and financial policies, in order to promote future gender integration in development, implementation and assessment of finance development strategies/plans.
  • To share fundamental knowledge and international experiences on gender responsive taxation and budgeting and gender integration in financial policies.

2. Specific tasks

  • Lead in designing a three-day training agenda
  • Design and prepare presentations and group work for the training
  • Conduct specific sessions of the training in collaboration with the UN Women Regional Advisor on Gender Responsive Budgeting.

 

3. Targeted participants (30 participants)

Target audience for the training activities are technical staff in MOF. They are agencies tasked to coordinate and implement the projects under the FDS and MTAP, who are responsible for ensuring that gender integration is accomplished throughout the development and implementation phases.

4. Estimated timing, duration and tentative working agenda

3 working days in April 2016.

5. Consultant cost

NIF could cover the cost of international consultant for:

  • 3 working days of training and plus 4 days for training preparation
  • Airline-tickets (economy class)
  • Accommodation of 5 nights

All cost is following to the cost norms as specified in the most updated approved United Nations-European Union “Guidelines for Financing of Local Costs in Development Cooperation with Vietnam”.

6. Qualification

  • Educational background: Master’s degree in finance, gender and development Studies
  • Experience
    • A minimum of 10 years relevant working experience in the area of gender responsive budgeting, including gender responsive taxation
    • Extensive experience facilitating workshops on gender responsive taxation and budgeting
    • Knowledge of international experience on gender responsive taxation.
    • Prior experience working for United Nations agencies would be desirable.
