FFI Vietnam is implementing conservation projects at Mu Cang Chai Species & Habitat Conservation Area of Yen Bai, Muong La Nature Reserve of Son La, Khau Ca Species & Habitat Conservation Area and Quan Ba district (Tung Vai forest) of Ha Giang, Trung Khanh Species & Habitat Conservation Area of Cao Bang, Kim Bang forest of Ha Nam, and Pu Mat National Park of Nghe An provinces, supporting conservation actions in Kon Tum, Son Tra and Cat Ba Island. FFI also implements Reduced Emissions from Deforestation and forest Degradation (REDD+) project in Kon Plong district of Kon Tum province.

BACKGROUND

FFI has been developing a community-based REDD+ pilot project in Hieu commune, Kon Plong district of Kon Tum province since 2011. The project works in 3 villages to secure tenure and rights for local people. The project is also developing the forest protection and monitoring tools, and the associated benefits sharing and grievance redress mechanisms, needed to facilitate the sale of carbon credits. In April 2018, FFI in collaboration with the KfW10 project will continue this pilot model to achieve validation and third-party REDD+ certification.

JOB DESCRIPTION

Job Title: FPIC and Community Facilitator, FFI Vietnam Country Programme

Reporting to: REDD+ Kon Tum Team Leader (line manager).

Line Manager of: N/A

Key Internal Relationships:

- Country Programme Manager, FFI Vietnam Country Programme
- Protected Area and Primate Project Managers
- GIS and Community Facilitator (REDD+)
- Conservation Finance and Enterprise team (FFI UK)

Working with: Senior and project managers; routinely liaise with local government agencies, local communities and community-based organisations, and partner NGOs, representing the values and interests of FFI at all times.

Purpose: The purpose of this position is to facilitate the engagement of local communities in piloting REDD+ project in Hieu commune, Kon Plong district of Kon Tum province.

Main Tasks: The FPIC and Community Facilitator is assigned to be responsible of engagement of local communities in project implementation, including the followings:

  • Conduct Free Prior Informed Consent consultations (FPIC);
  • Lead key components of community work including consultation on project deign and activities, socio-economic baseline surveys and theory of change processes
  • Help to design the benefit sharing mechanism and grievance redress mechanism, and support the implementation and monitoring of both;
  • Support Land Use Planning and Forest Land Allocation processes, in close cooperation with key stakeholder – e.g. GFA (lead consultant) & local authorities;
  • Support the development and operation of the Community Forest Management model and Village Development Fund(s);
  • Support community-based forest monitoring (mostly ground truth data collection e.g. forest patrol, forest harvesting for local use, etc.);
  • Support development and implementation of a safeguard system and project monitoring plan (environmental, social and economic impacts);
  • Support other staff leading on forest carbon inventory and carbon accounting;
  • Be aware of the requirements of the Plan Vivo Standard for forest carbon projects and support the Team Leader to meet these;
  • Provide technical support to other FFI project sites as reasonably requested / agreed by the Country Programme Manager and Team Leader.

QUALIFICATIONS

  • Minimum 5 years working with local communities on natural resources management or similar fields;
  • Knowledge of Free, Prior and Informed Consent (FPIC), Theory of Change and PRA skills;
  • Experiences of leading Community Forest Management (CFM) and Forest Land Allocation (FLA) processes;
  • Good understanding of REDD+, Payments for Forest Environmental Services (PFES) and biodiversity conservation
  • Experience of developing community forest monitoring/protection teams;
  • Understanding of Spatial Monitoring and Reporting Tool (SMART);
  • Vietnamese national with fluent Vietnamese and good English language skills
