Finance Officer

RLS is looking for a Finance Officer for its Climate Change Program (part-time, 20 hrs./week)

Introduction

The Rosa Luxemburg Stiftung (RLS; www.rosalux.de) originated from the registered association "Social Analy-sis and Political Education" founded in Berlin in 1990. In 1996, it was recognised by the Party of Democratic Socialism (PDS) as its close political education institution. The Party of Democratic Socialism transformed itself into “PDS/Linkspartei”, later renamed itself into “Linkspartei” (Left Party) which is one of two parties in Germany that formed the new party “Die LINKE” (“The Left”) in 2007. RLS has become a provider of civic education and a centre for progressive social research in both Germany and throughout the world. As one of six party-affiliated political foundations in Germany it supports partners in developing countries striving for social justice, strengthened public participation and economic development. In February 2009, the People's Aid Coordinating Committee (PACCOM) granted the licence for the representative office for Southeast Asia in Hanoi.

In Vietnam, RLS (www.rosalux.vn) embraces the mission of assisting Vietnam’s transition to a market economy with socialist orientation embedded. Currently, it is cooperating with approximately 26 partners (e.g. VNU - University of Social Sciences and Humanities in Hanoi and HCMC; Centre for Social Research and Development Hue, Vietnam Union of Friendship Organizations) by funding around 30 projects (including one in Cambodia) on three themes of Sustainable development including Climate change, Social justice, and Dialogue on development models.

In response to the increasing workload, RLS is seeking for a qualified Vietnamese national for the part-time position of a Finance Officer to join our dynamic team. The contract will be limited for one year with the possibility of an extension until end of 2018.

Scope of work

  • Under the supervision of the Director as well as the Finance Manager, the Finance Officer for the Climate Change program is responsible for providing independent & precise tasks of controlling and monitoring RLS-funded projects within the Climate Change program on a daily basis. More specifically, the tasks are as follows:
  • Monitor project expenditures of RLS Southeast Asia’s partners, request punctual financial report submission;
  • Control the financial reports submitted by the partners;
  • Check financial vouchers, financial excel files;
  • Control the accuracy of the excel files;
  • Contact partners for further financial requirements for achievement of accurate and proper final financial reports in accordance with RLS’ financial guidelines;
  • Update the partners’ financial reports into RLS’ worldwide financial system (IPAS) on a regular basis;
  • Progressive & overall report to RLS Southeast Asia’s Finance Manager about the financial result of the Climate Change program;
  • Perform other finance related tasks within Climate Change program upon request by RLS Southeast Asia’s Director or Finance Manager;
  • Able to control the whole Climate Change program including monitoring the total program fund, monitoring the project funds, budgets and spendings, monthly, quarterly and annually monitoring the overall balance;
  • Propose solutions to certain financial issues, if any.

Qualification Requirements

  • Vietnamese citizen;
  • University degree specialed in accounting & finance;
  • Practical working experience at international organization(s);
  • Understanding and experiences in financial softwares, cost-norms, project bugeting, project spending, project financial control and monitoring;
  • Good management skills;
  • Proactive and creative in solving problems;
  • Ability to work independently and with a team;
  • Good organizing skills and interpersonal skills;
  • Good command of English, German is an asset;
  • Good computer skills in MS-applications (Word, Excel, Internet, Email);
  • Willing to travel to other provinces or abroad.

 

Working conditions & benefits

  • Contract Duration: The contract will be limited for one year and upon positive performance evaluation by the employer extended until end of 2018.
  • Working hours: 20 hours per week (Monday to Friday), overtime may be requested.
  • Salary is paid on a monthly basis.
  • Necessary working facilities are provided.
  • 13th month salary is paid as bonus for Lunar New Year. Other bonus shall be based on the individual performance.
  • Expected starting date: Beginning of April 2014.
  • Work location: Hanoi, travel to provinces may be required.
