Finance and Operations Officer

USAID/Vietnam Partner Capacity Development (PCD) Program

The Institute of International Education (IIE) seeks candidates for a Finance and Operations Officer for the USAID/Vietnam Partner Capacity Development (PCD) Program.

The Finance and Operations Officer will provide administrative, financial, and operational support for the PCD program, a five-year project that aims to provide participant training and capacity development services to USAID/Vietnam’s partner organizations to equip key organizations and individuals to better achieve program objectives in the areas of economic growth and inclusion, private sector partnerships and innovation, HIV/AIDS, climate change and disaster risk reduction, disability and vulnerable populations, avian and pandemic influenza, education, and environmental remediation.

The Finance and Operations Officer will be responsible for day-to-day management of in-country project finances and operations in accordance with relevant USAID rules and regulations and in line with IIE’s financial and administrative management policies. S/he will serve as a direct point of contact in the field office for IIE’s DC-based Finance Manager to manage reporting and analyses of the project budget(s) as required by USAID/Vietnam.

This is an approximate five-year position (contingent upon project funding) based in Hanoi. 

Essential Duties and Responsibilities

  • Establish and maintain financial management and accounting control systems for training and other project expenditures following IIE policies and procedures.
  • Prepare monthly financial statements and forecasts and maintain cash flow projections.
  • Maintain personnel and pay records, small grants, and trainee disbursements.
  • Maintain strong internal policies and processes to provide timely, consistent, and accurate financial and budget management.
  • Manage internal control processes, procurement, and other operational and administrative functions.
  • Ensure compliance with USAID rules and regulations, IIE policies and procedures, and local labor and taxation laws; ensure adherence to time and expense policies and procedures, including timely and accurate timesheet and expense reporting.
  • Responsible for accurate review of all STEP administrative and in-country programs activities disbursements to ensure that supporting documentation is complete and accurate.
  • Review travel advances and travel expense reports accuracy for program staff and consultants.
  • Review VAT payments tracker maintained by financial management assistant and prepare the regular reimbursement request for submission to the tax department

Qualifications

  • Bachelor’s degree in a relevant field, such Finance, Accounting, or Business.
  • At least five years of relevant work experience, including experience managing finances for donor-funded projects; familiarity with USAID strongly desired.
  • Experience in establishing and managing project financial and accounting systems, monitoring budgets, preparing and managing monthly financial statements, and maintaining cash flow projections.
  • Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP), Federal Acquisition Regulations, and USAID rules and regulations;
  • Excellent oral and written communication Vietnamese; English proficiency.
  • Detail-oriented team player with experience in a multi-task environment; ability to take initiative and solve problems.
