Finance and Grants Assistant

Senior Finance & Grants Officer

Background:

The Aus4Equality|GREAT, Gender-Responsive Equitable Agriculture and Tourism Program is Australia’s Department of Foreign Affairs and Trade (DFAT) flagship program in Vietnam promoting gender equality and women’s economic empowerment, with a specific focus on ethnic minority women. 

The Program is implemented by Cowater International in cooperation with the Sn La and Lao Cai Provincial People’s Committees (PPCs). GREAT will work with a range of partners working in three thematic areas: 1) household and community level gender power relations, 2) inclusive market systems; and 3) enabling environment for women’s economic empowerment. Ultimately, this program aims to improve the social and economic status of women living in in S?n La and Lao Cai and provide opportunities to engage in increasingly value-added agriculture and tourism activities.

We are recruiting a Finance and Grants Assistant  to support the Program.

Statement of Duty:

Reporting to the Senior Finance andGrants Officer (SGFO), the Finance and Grants Assistant will provide support in performing financial tasks and assuring the quality management of grants from selection to closure.

Providing these services in an effective and efficient manner will support the SFGO to ensure that all finance processes and procedures are accurate and up to date, in accordance with the procedures and guidelines laid out in the Aus4Equality Program Standard Operational Manual.

Specific Duties:

 

Budget

  • Assist with the financial and administrative aspects of grantees' projects.
  • review of budget changes and other supporting documents.
  • Assist with processing grant award amendments.

Accounting and reporting

  • Support the SFGO in reviewing partner’s monthly accounting and financial reports to ensure that they meet requirements. Liaise with other staff for inputs as needed.
  • Work with the SFGO to review funding requests (advances and reimbursement), including preparing supporting documentation for payment.
  • Assist in tracking outstanding grants’ reporting and/or compliance items and prepare appropriate reports on status.
  • Keep an up-to-date filing system of suppoting document submitted by partners and logbook of original supporting document returned to partners after verification.
  • Assist with printing, photocopying, scanning, filing and retrieval of partnership agreements, grant financial documents;

Internal control

  • Assist the SFGO to carry out internal control mission as per specific TOR for each mission.
  • Participate in joint-monitoring missions,  if required.

Other tasks

  • Provide admin/logistics support to Program workshops and events and travel arrangement to field trips.
  • Carry out other relevant tasks as necessary.

  • University Degree in Auditing, Accounting or Finance.
  • Relevantxperience in Finance and Accounting.
  • Experience in grants management is an advantage.
  • Have the ability work effectively in a fast-paced environment.
  • Flexible, and willing to perform other duties and work?irregular hours.
  • Able to communicate effectively in Vietnamese and English.
  • Good interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.
  • Capable of working both individually and as part of a team
