Executive Officer

CARE International in Vietnam is a Non-Government Organization representing the CARE International network in Vietnam since 1989. CARE in Vietnam’s Program Strategy is explicitly oriented around achieving impacts for particularly vulnerable and marginalised groups in Vietnam. To achieve this, we work with Vietnamese partners across sectors such as health services, rural livelihood development, disaster risk reduction and climate change adaptation. We recognise that women’s empowerment is a critical pathway for poverty reduction and place women and girls from marginalised population groups at the heart of our programming efforts.

CARE in Vietnam is looking for an experienced and qualified candidate to fill the Executive Officer position - Organizational Change Expert.

Position information:
Position title:            Executive Officer
Reporting to:            Country Director
Contract:    1 year contract
Base in:     Hanoi with travel to project sites when required

Position Summary:

CARE in Vietnam is now undertaking an organizational alignment process and is seeking a highly experienced individual to fill the Executive Officer position (Organizational Change Expert) to support us in behaviour change, national leadership empowerment and new partnership concepts. The Executive Officer will be self-motivated and willing to adjust to new ways of communication, leadership, ownership, teamwork, accountability, planning and partnerships.

This requires a strategic, well rounded and experienced individual who is competent in working in an international organization, is extremely sensitive to organization change processes, can lead from within with minimum formal authority and is deeply knowledgeable of the local culture.

Main duties

1.Support improvements to Human Resource (HR) processes and procedures and work flow:
- Support HR Manager to improve recruitment and orientation procedures
- Support HR Manager to improve work flows for continuation/end of contracts
- Support HR Manager to refine record keeping

2.Roll out new programs:
- Support committees to review functions, JDs and competencies, assess and compare with other organizations

3.Organizational Culture:
- Roll out and promote emotional intelligence
- Support HR Manager to promote national staff development, develop plan allowing for systematic investment in the development of national leadership
- Promote a Vietnamese concept of working
- Support the development of comprehensive staff training plans based on individual staff development plans, staff survey, functions and competency reviews in line with program approach
- Support development and implementation of improved accountability concepts for internal and external use

4.Partnership:
- Support development of a strategic partnership model

5.Business Plan:
- Carry forward other pieces of the business plan depending on skills and competencies of the candidate 

Selection Criteria
- At least 5 years experience in senior management of international NGOs and development concepts of poverty reduction and social justice
- At least 5 years experience in organizational development for large NGOs
- University degree in communication or organizational development
- Excellent facilitator, communicator and motivator
- Excellent organizational and critical thinking skills; ability to work within and across teams and with all levels of staff
- Excellent English writing skills
- Excellent Vietnamese writing and communication skills
- Working experience in Vietnam
