PATH seeks a consultant in Vietnam to provide technical support to a new, 5-year project aimed at building strong national capacity in health information systems, disease surveillance systems (both indicator-based and event-based surveillance systems), and workforce development in Vietnam in order to achieve specific goals in three focus areas of the Global Health Security (GHS) Agenda including i) preventing avoidable epidemics; ii) detecting threats early; and iii) responding rapidly and effectively. The consultant will work closely with the GHS project team at PATH to coordinate, facilitate, and implement the day-to-day activities of the project.

The consultant will be based at the PATH Hanoi office under the supervision and direction of the PATH Project Director. The contract is short-term and will conclude before September 30. Both Vietnamese and International consultants are eligible for this position. Specific responsibilities include:

  • Support in planning, developing, implementing, monitoring and evaluating communicable diseases surveillance-related activities with a specific focus on event-based surveillance (EBS).
  • Support PATH, CDC, and the General Department of Preventative Medicine to arrange technical working group meetings and prepare technical guidelines, standard operating procedures (SOPs), training materials, IEC materials, and other documents related to the EBS pilot.
  • Serve as an epidemiology expert/advisor and EBS trainer.
  • Prepare progress reports and deliverables as required by PATH and CDC. The list of deliverables is subject to modifications as a result of adjustments to the work plan.
  • Other tasks as required by the Project Director and Senior Project Officer.

Deliverables:

  • An event-based surveillance technical guideline for the EBS pilot.
  • A set of SOPs for reporting and responding to public health events at each level (national/provincial/district/commune/community) or for each target group (hospital/preventive medicine/lab/regional Pasteur institutes/department of preventive medicine).
  • A training tool kit (training agenda, trainer’s guide, presentations, etc) for each target group.

Required Skills

  • Excellent written English. Vietnamese language skills are an advantage but are not required.
  • Advanced data analysis, epidemiological data interpretation, scientific material and manuscript drafting, and presenting skills.
  • Excellent interpersonal skills and the ability to work effectively in a team.
  • Willingness and ability to travel within Vietnam up to 30 percent per year.

Required Experience

  • Master’s/PhD degree in epidemiology, public health or a related field.
  • Good understanding of the communicable diseases surveillance and health information system.
  • Strong skills in research methodology, data analysis, and bio-statistics.
  • Experience working effectively with government counterparts and donors.
  • At least 5 years of experience working in preventive medicine area or epidemiology and diseases surveillance. Work experience in Vietnam is an advantage.
  • Experience in teaching and training in applied epidemiology and surveillance a plus.
  • Experience with EBS is preferred.
