1. Background: Community-based Disaster Risk Management (CBDRM) in Urban and Rural Settings in Quang Binh

Vietnam is one of the most hazard-prone areas in the Asia Pacific Region. Because of its topography, Vietnam is susceptible to typhoons, floods, inundation, droughts, sea water intrusion, landslides, forest fires and others. Floods, typhoons, and inundation are the most frequent disasters, with floods and storms responsible for 91% of affected persons and ranking highest in terms of economic damage. Frequent and severe flooding and typhoon increased by climate change will continue to cause damages and losses unless risk reduction and adaptation strategies are implemented on all levels and across all sectors. The aim of the 3years CBDRM project has been to contribute to the reduction of negative impacts of more frequent and severe natural hazards in the context of Climate Change on urban, peri-urban and rural populations of Quang Binh Province. Supported by Marga und Walter Boll Stiftung (Marga and Walter Boll Foundation), Vietnam Red Cross (VNRC) and German Red Cross (GRC) have supported the local authorities and civil societies in Tuyen Hoa District and Dong Hoi City to conduct activities related to DRM and CCA at ward/communes, schools and household levels. One of the key component has been to raise awareness and promote safer behaviours for natural disasters in 3 communes, 1 ward and 07 schools (grade 4-5, 27 classes).

2. Purpose

GRC is seeking the service of a consultant / consultancy team

  • To finalize the questionnaires drafted by GRC for households and schools on Knowledge, Attitude and Practices associated with the risk of Natural Hazards
  • To provide technical inputs to the sampling strategy developed by GRC
  • To take the lead in uploading the questionnaires on relevant software and devises in order to achieve easy data collection, compiling and processing
  • To train local volunteers in the implementation of the survey in communes/wards and schools and supervise the survey implementation
  • To process data and perform statistical analysis of the results including comparison with Baseline survey results
  • To prepare and make a presentation (in Hanoi) about the key findings of the surveys highlighting the difference in Knowledge, Attitude and Practice of households and school children in Disaster Preparedness and Response before and after project interventions.
  • To write a narrative report on the End-line survey (not more than 35 pages with appendixes)

3. Outputs/ deliverables

  • Finalized survey Questionnaires for households and schools uploaded on devices
  • Data analysis in excel or any other analysis tools available and applicable
  • Presentation of key findings (original version in English and copy in Vietnamese)
  • End-line Report (original version in English and copy in Vietnamese)

4. Duty Station & Proposed Timeline

The consultancy will be home-based with travel to Quang Binh province and targeted communes and schools, and the presentation will be done in Hanoi in the GRC office.

5. Selection Criteria

Essential:

  • Excellent experience/knowledge in conducting both quantitative/qualitative researches/surveys, especially in KAP study
  • Previous documented research experience in the areas of Disaster Risk reduction
  • Demonstrated ability and skills to analyze and report research findings in a related field
  • Good knowledge of MS Word, MS Excel and SPSS software
  • Good command of English (written and oral) and presentation skills
  • Ability to meet required date of report’s submission

Optional:

  • Experience with the Red Cross Movement
