The German Red Cross (GRC) is part of the world wide Red Cross and Red Crescent Movement. As a humanitarian organization, the GRC assists victims of conflict and disaster as well as people affected by social or health related crisis. The Red Cross Movement assists vulnerable people without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. In Vietnam the GRC is supporting its local partner, the Vietnam Red Cross (VNRC), to implement projects in the field of Disaster Relief & Rehabilitation, Disaster Risk Reduction & Climate Change Adaptation, Water & Sanitation and Capacity Building.

 

The GRC is currently looking for a “Project Officer” (PO) who will support the closing phase of the Building urban resilience in Quy Nhon city project. This project is improving disaster risk reduction capacities in selected urban areas of Quy Nhon city. The expected results of the project are:

Result 1- At least 7 targeted schools in 5 at-risk urban wards of Quy Nhon have increased knowledge and capacities to understand risks and to effectively prepare for and respond to disasters.

Result 2- Innovative Public Awareness and Public Education for disaster risk reduction, targeting specific vulnerable groups brings about positive, safer behaviour, improved preparedness and social change in at-risk urban and peri-urban areas in the coastal City of Quy Nhon.

Result 3 - Local government authorities and Red Cross from five at-risk urban and peri-urban areas in the coastal City of Quy Nhon, and in two SEA countries have increased capacity through an innovative GIS based preparedness and response (DPR) mapping methodology.

 

Duration:    3,5 months, from 15th September till 31st December 2017 on a full time basis

Location:    GRC Office in 59 Quang Trung in Hanoi, with frequent travel to Quy Nhon

Report to:    GRC DRR/CCA Delegate

 

Main Roles and Responsibilities

  • Provide technical assistance and backstopping for the finalization of the project;

  • At National level (Vietnam), closely coordinate with the GRC DRR Delegate (line manger) and the VNRC Project Management Unit (PMU);

  • At Regional level (South East Asia), support the coordination with the IFRC and other partners;

  • Draft ToR, plans and budgets for specific activities like workshops, trainings, drills; small scale mitigation measures;

  • Plan, organise and support the conduct of specific activities;

  • Monitor the project activities according to plan, budget, indicators through GRC mechanism and tools;

  • Draft narrative progress reports in accordance with GRC and IFRC requirements (English/Vietnamese);

  • Take minutes of meetings (English/Vietnamese) and translate in meetings and workshops

  • Coordinate and participate in field trips

  • Carry out and/ or assist in other tasks as assigned to the thematic field of DRM and CCA

Experience

Minimum 5 years of experience in working (in theory and practice) in the field of DRR with state institutions, provincial authorities, none governmental organisations, and international development assistance organisations

Experience in vulnerability and capacity assessment in the Vietnamese context

x

 

Sound experience in resource management, planning, reporting

x

 

Experience of working for the Red Cross/Red Crescent

x

 

Experience with ECHO/DIPECHO funded projects

x

 

Experience in coordinating and supporting high level consultancy in the field of DRR

Knowledge and Skills
