DRR Project Officer

The German Red Cross (GRC) is part of the world wide Red Cross and Red Crescent Movement assisting victims of conflict and disaster and people affected by social or health related crisis. The Red Cross Movement provides to vulnerable people assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality.

The GRC is looking for DRR Project Officer with a strong understanding of VCAs in support of an ECHO (DIPECHO) funded project.

The project, Enhancing the capacities of disaster risk reduction practitioners in Viet Nam through the consolidation of best practices and lessons learnt for community based disaster risk management, vulnerability capacity assessment and disaster response mechanisms, funded by European Union humanitarian aid, supports disaster risk reduction (DRR) practitioners in Viet Nam to be better equipped and prepared to implement disaster risk management programmes.

The project will be implemented by the Vietnamese Red Cross (VNRC) with support from the International Federation of the Red Cross and Red Crescent Societies (IFRC), the German Red Cross (GRC), and the Spanish Red Cross (SRC).

The GRC will directly provide support to the VNRC for the implementation of the Result 2 of the project which can be summarised as follows:

The experience and knowledge of VNRC in implementing Vulnerability and Capacity Assessment (VCA) is consolidated for replication by government staff and non-government DRR practitioners; through the evidenced based documentation of good practices including the incorporation of gender, disability and climate change adaptation approaches developed. The outputs of the evaluation and the consolidated VCA approach will be widely shared among relevant government and non-government DRR actors.

Main Roles and Responsibilities

  • Provide technical assistance and backstopping to the implementation of Result 2 of the project
  • Closely coordinate with the GRC DRR Delegate (line manger) and the project consortium partners: International Federation of red Cross and Red Crescent Societies (IFRC), Spanish Red Cross (SRC) and Vietnam Red Cross (VNRC)
  • Draft ToR and plans for workshops and meetings;
  • Plan, organize and conduct trainings and workshops at regional and national levels;
  • Monitor the project activities according to plan, budget, indicators
  • Write narrative progress reports (English/Vietnamese)
  • Take minutes of meetings (English/Vietnamese) and translate in meetings and workshops
  • Participate in field trips/ accompany consultants and experts to project locations
  • Carry out and/ or assist in other tasks as assigned relevant to the thematic field of VCA;

Requirements:

  • Master’s degree in a relevant field, e.g. Disaster Risk Management, Development
  • Minimum 5 years of experience in working in DRR (in theory and practice);
  • Experience in working in the field of DRR with state institutions, provincial authorities, none governmental organisations, international development assistance organisations, projects and programmes;
  • Experience in vulnerability and capacity assessment in the Vietnamese context;
  • Fluent in English (written and spoken), German an asset;
  • Ability to work both independently and in teams;
  • Excellent facilitation and coordination skills;
  • Good skills in communication and organization;
  • Competence in MS Excel, Word and PowerPoint;
  • Flexible, friendly and tolerant character, willing to travel to project sites during the execution of this assignment
