Deputy Programme Manager (Temporary)

Context

VVOB, The Flemish Association for Development Cooperation and Technical Assistance, aims to contribute to poverty reduction and to a fairer world with increased opportunities for all. Our main objective is to sustainably improve the quality, efficiency and effectiveness of education and training in developing countries. In 2017 VVOB Vietnam starts implementing a new 5-year programme in cooperation with Department of Education and Training of Quang Nam, Quang Ngai and Kon Tum provinces. The programme focuses on improving the quality of teaching and learning for all children in preschool in Quang Nam, Quang Ngai and Kon Tum province. The programme will support the targeted provinces with planning, implementing, monitoring and evaluating needs-based / school-based in-service teacher professional development. More specifically, it aims at improving the knowledge, skills and instruments of preschool teachers to mitigate children’s barriers to learning and participation (e.g. barriers related to gender, environment, culture, language etc.)

Position

VVOB Vietnam is currently looking for qualified candidates for the following positions: 01 temporary Deputy Programme Manager.

Key responsibilities:

  • Financial management
    • Act as the first contact person and resource person for all finance related questions
    • Manage/coordinate finances, HR, procurement, administration, logistics and IT (incl. develop and update policies and tools, instruments and formats for financial operations and cooperation between different VVOB offices and partners)
    • Ensure proper (timely, correct) accounting according to VVOB/ donor rules/ regulations;
    • Ensure compliance of financial and administrative guidelines and procedures and correct implementation of procedures;
    • Ensure development of capacity of staff and partners re accounting requirements;
    • Prepare budgets, forecasts and fund requests in close collaboration with VVOB colleagues
    • Prepare budget, compile financial reports and communicate the reports HR Management
    • Act as the first contact person and resource person for all HR related questions
    • Pro-actively identify and address human resources management needs;
    • Develop, implement and monitor local Vietnamese and VVOB HR policies, procedures and practices.
    • Promote a positive organizational culture, building and maintaining effective collegial relationships between internal staff communications and employee engagement activities
    • Monitor, encourage and support HR issues in compliance with 1) local Vietnamese policies on finances, human resources, procurement, administration and logistics and IT and 2) systems for planning, organizing, monitoring and sharing;
  • Programme implementation
    • Support planning, implementation and monitoring for result areas at national level, which also entails
    • Interact with partners and relevant stakeholders at national level
    • Guard effective and efficient use of resources
    • Contribute to intermediate and annual reports for the specific result area
    • Assist in implementation and follow up of interventions for these result areas in close collaboration with the PM, the other members of the team and partners;
    • Support budget management, procurement, administration, logistics, and IT for these result areas (in close cooperation with the Education Advisor)
    • Assist the programme manager in policy development for the programme;
    • Contribute to internal, external communication and grant proposal development for potential donors.
    • Represent the programme towards partners and relevant stakeholders;
    • Actively engage in networking with partners, stakeholders and potential donors in function of programme results and organizational goals;

Required Skills and Experience

  • Essential:
    • Master / University Degree in human sciences, management, education or related field;
    • At least 4 years work experience in programme management (strategy development, planning and coordination, human resources, finances, administration, networking, decision making)
    • Experience with international development cooperation;
    • Experience with capacity development processes and strategies, change processes and change management at institutional level;
    • Experience with working with national government agencies such as: PACCOM, Ministry of Education, and other relevant stake holders;
    • Understanding of the national education system and recent evolutions related to Early Childhood Education;
    • Excellent written and spoken English.
  • Desirable:
    • Experience with gender/equity/ environment as cross cutting issues in education;
    • Experience with working in NGO’s education projects;

Working location: Danang with regular travel to Quang Nam, Quang Ngai, Kon Tum.
