Deputy Chief Officer

The Woolcock Institute is lung health research organisation, based at Sydney University, Australia (http://www.woolcock.org.au/). The Institute has operated in Vietnam since 2009, and is undertaking large and important operational and epidemiological research projects in collaboration with the National Tuberculosis Program in 9 Provinces, including Ha Noi and Ho Chi Minh City. Research in Vietnam currently focuses on tuberculosis but we anticipate that it will expand into other areas including programmatic management of chronic lung disease (asthma and COPD), air pollution research and preventive interventions that are relevant to lung health. The Woolcock also runs training in epidemiological and operational research methods for Vietnamese doctors and public health workers.

The Woolcock Institute is undertaking a new five year study of community-based screening of tuberculosis in Ca Mau Province. This study will run from 2013 to 2018. We are looking for a motivated and skilled Vietnamese to lead the Ca Mau team in implementing this major project.

Role:

The Deputy Chief Officer is responsible for overseeing the implementation of the field research in Ca Mau and provides management to all team members based in Ca Mau.

Main duties and Responsibilities:

Management-related responsibilities

-  Represent Woolcock Institute of Medical Research in Ca Mau.
- Develop and strengthen key partnerships and relationships with relevant organizations within Ca Mau Province. Liaise the local, district and provincial authorities on research implementation.
-  Participate in development of the strategy of Woolcock Institute of Medical Research in Viet Nam.

Financial and administration

  • Establish effective procurement control and asset management
  • Oversight of budget, audit and financial accounting
  • Ensure efficient expenditure of resources
  • Ensure appropriate financial control processes are followed

HR:

  • Recruit local staff to conduct screening
  • Supervise performance of all staff.
  • Foster a community of learning and teamwork, continuous quality improvement and continuous professional development for staff

Reporting:

  • Maintain daily communication with Hanoi office and international experts via weekly skype meeting
  • Prepare monthly reports for the Trial Coordinator and the Country Director on progress of trial implementation
  • Assist in preparation of the final study report
  • Oversee completion of financial reporting

Research-related responsibilities

Field work

  • Arrange pilot-testing of new initiatives and its evaluation
  • Develop field work plan
  • Monitor the implementation of the trial including subject recruitment and implementation of all study procedures, and dealing with queries
  • Monitor data quality and supervise data management
  • Register and manage adverse events
  • Report to the Trial Coordinator and the Country Director without delay any major problems in preparation, execution or data management of the survey

Lab activities

  • Coordinate the day-to-day lab activities
  • Supervise data quality and management
  • Monitor all study procedures, inventory and dealing with queries

Key attributes / Selection criteria:

-  University degree in public health, social science, organization management or related field, preferable having a master degree
-  Preferably at least 3 years of experience in management, particularly management of international organization
-  Preferable having experience in supervising research projects
-  Managerial skills
-  Highly motivated, willing to learn, service-oriented and able to work under high pressure and within a limited time frame
-  Professional use of personal computer utilizing word processing and spreadsheet software programs
-  Excellent communication skills
-  Excellent English (written and spoken) as preference
