Consulting Services: Advertising Agency for Development of Sanitation and Hygiene Behavior Change Communication Campaign for Northern Mountains and Central Highlands Regions of Vietnam

The World Bank’s Water and Sanitation Program is pleased to inform you that you are invited to express interest in undertaking the above assignment. This assignment is to develop an evidence-based behavior change communication campaign for households to install improved toilet and wash their hands with soap, and for students at primary schools and kindergartens to use toilet and wash their hands with soap.

Specific objectives are: 

1. Design, test and develop an evidence-based BCC campaign and sales and marketing materials that will be used by front line workers/motivators and private latrine suppliers to get rural households to:

  • finance and install an improved toilet for their household, and  
  • wash their hands with soap after using the toilet.

2. Design, test and develop an evidence-based BCC campaign to compel children at primary schools and in kindergartens with functioning WASH facilities to:

  • defecate in the toilets at schools; and
  • wash their hands with soap after using the toilet.

3. Develop manuals and tools that support trainers and implementers to carry out BCC activities and conduct handover trainings.

Scope of Work

  • Develop a unified and multi-channel BCC strategy and campaign that generates demand for latrines and promotes handwashing with soap among adults in rural households, and promotes toilet use among children at kindergartens and primary schools. It will include a call to action for use across all media used in the campaign. The campaign should include, but is not limited to, the following channels: 
  • Provincial and national mass media (including product placement or sponsorship opportunities on media);
  • Mobile SMS communications;
  • Direct Consumer Contact events to be conducted at the level of commune or cluster of villages;
  • Interpersonal communication at household and village levels, including village meetings, household visits, loudspeakers, etc.;
  • Peer-driven interventions at the village level; and
  • School based campaigns.
  • Produce sufficient products and materials that are in line with creative concept, strategy and support the proposed creative executions above.
  • Develop implementation plan, including media plan, to guide local government in executing the campaign strategy.
  • Develop manuals/tools for use by trainers and implementers in conducting the BCC activities.
  • Organize and conduct handover trainings to relevant stakeholders.
  • Conduct demonstration DCC events for local government agencies to experience first-hand how to conduct DCC events.

Qualification and Experience

  • Track record in leading the development and execution of evidence-based behavior (not just attitude) changing integrated multi-channel campaigns, whether commercial or social in nature.
  • Experience in developing campaigns and communication materials for lower income consumers (ideally including ethnic minority populations) in South East Asia. Experience in Vietnam is an advantage.
  • A demonstrated record in conducting large scale campaign through national and local channel that are delivered through government channels.

The World Bank’s Water and Sanitation Program now invites eligible advertising agency to indicate their interest in providing the services. Interested agencies must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications.

Duration of Assignment

The assignment is expected to commence in January 01, 2016 and ending on September 30, 2016.
