The Program

Aus4Skills is the main vehicle to realise the Australian Government’s commitment to improve the quality of Vietnam’s human resources.

The Program manages the Australia Awards Scholarships and the implementation of five HRD Components focussing on the development and application of new skills and knowledge acquired by Program participants and the enabling environments for their application, as well as strengthening organisational links between Australia and Vietnam in priority sectors.

It commenced in February 2016 and runs until December 2020. Coffey International Development manages Aus4Skills on behalf of the Australian Government.

The Position

Aus4Skills is seeking a procurement and contract services professional who is currently based in Hanoi with qualifications and experience in international procurement and/or project management. The Contracts and Services Director will lead Aus4Skills procurement and sub-contract management and provide technical advice to deliver efficient procurement, contracting and performance management processes across all sub-contracts and service delivery functions of the Program. S/he will be responsible for the full compliance with Coffey Contract Management Systems, which delivers compliance with all Australian Commonwealth Procurement
Rules and guidelines and Vietnamese laws and provide additional support to the Program Director where required.

Key duties will include:

  • Ensure the ongoing refinement and maintenance of effective procurement and program planning and support systems across all Aus4Skills activities
  • Lead Aus4Skills procurement, including requests for tender and sub-contract management
  • Provide technical advice to deliver efficient procurement, contracting and performance management processes
  • Contribute to the Annual Planning and Design of Aus4Skills activities
  • Manage Aus4Skills non-compliance and fraud issues
  • Manage relationships and performance review of Australian and Vietnamese service providers
  • Train and mentor Aus4Skills staff to efficiently and effectively manage procurement and Coffey Contract Management System
  • Direct supervision of staff involved in procurement, logistics and travel services

The Person

We are seeking applicants with relevant tertiary qualifications and at least 5 years’ professional work experience in international project management or procurement management. The successful candidate will have a strong commercial acumen with experience in managing relevant procurement, contracting and performance management processes as well as experience in the management of Australia Aid (or other donor) program support functions. You will also have demonstrated experience in managing financial policies and procedures as well as financial accountability and compliance. You will be culturally sensitive and a self-motivator with a strong ethical disposition to drive a ‘can do’ team culture by implementing and supporting management functions.
