Terms of Reference – Contract and Procurement Officer (national position)

LOCATION: Hanoi, Vietnam - (with travel to project sites as required)
DURATION: Full-Time (up to 60 months)
REPORTING TO: Operations Manager

Background

The Australia for Transport (A4T) program aims to increase investment in Vietnam’s transport infrastructure, leading to an enhanced transport network that supports economic growth and poverty reduction. The Australia Technical Advisory Group (ATAG) will be contracted by DFAT to work with the Ministry of Transport (MOT), its PMUs and industry partners to bring about faster project development and improved quality of transport infrastructure making use of funding from all financial sources.

Description of Duties

The Contract and Procurement Officer will report to the ATAG’s Operations Manager, taking responsibility for ATAG’s involvement in any procurement of goods and services under A4T, ensuring full compliance with AECOM, Australian Commonwealth, Government of Vietnam, donor and other financial institution’s procurement rules and regulations.

Specific Responsibilities

  • With AECOM and potential international STA support, take leadership in preparing and maintaining the ATAG’s procurement policy as well as process streamlining.
  • Support the development of the Operations Manual specifically the procurement chapter that guiding the implementation of procurement activities including procedures and process; setting the program-wide standards for management of procurement risk and ensuring compliance with contractual, country’s regulatory and best-practice requirements.
  • With the ATAG team, development of Requests for Tender (RFTs), Requests for Quotations (RFQs), and/or Call for Proposals (CFPs).
  • Manage the procurement process including participation in selection, leadership of negotiations and contract finalisation, and oversight of the contractual delivery of all procured activities.
  • Develop and continuously improve the procurement processes/templates in collaboration with the ATAG’s Operations Manager.
  • Advise the ATAG’s Operations Manager and Team Leader on procurement/subcontract related matters as they may affect management decisions.
  • Provide contract management related advices and solutions to problems when needed.
  • Establish and maintain tracking for sub-contractors’ performance, timeline for deliverables and report to ATAG’s Operations Manager on regular basis.
  • Ensure full integration of gender equality, disability and social inclusion criteria within all contracts and procurement processes across the program.
  • Comply with AECOM and client policies and procedures, including (but not limited to) the AECOM Code of Conduct, Fraud and Anti-Corruption Policy, Confidentiality, Child Protection and Health and Safety), as well as being compliant with the requirements and laws of Vietnam.

Knowledge, experience and competencies

  • Degree or higher qualification in law or commerce or relevant degree.
  • Minimum 5 years of relevant experience, including assignments with ABD, MDBs and DFAT projects is required.
  • Sound knowledge and experience in tenders, procurement, contract administration, and general process improvement.
  • Strong communication/coordination and interpersonal skills.
  • Good planning and management skills.
  • Proficient use of written and spoken English.
