Analysis of cost and benefits on Pangasius ASC certified farms to promote responsible certification scheme in Vietnam: The business case to illustrate value of certification through case studies of ASC certified farms

1.      BACKGROUND

WWF has a long established presence in the Mekong region, starting in Vietnam in 1990. Since then, WWF operations have grown to five Country offices based in Cambodia (Phnom Penh), Laos (Vientiane), Thailand (Bangkok) & Vietnam (Hanoi), including a regional team in the Hanoi, Vientiane and Bangkok offices. The ‘Greater Mekong Programme Office’ was officially formed in November 2005, merging WWF Indochina (Cambodia, Laos, Vietnam) and WWF Thailand. In order to be relevant to partners at provincial level and deliver conservation results based on ecosystem “landscapes”, GMPO has also developed over 20 field offices across the 5 countries covering 6 high priority landscapes.

Following a strong track record of conservation delivery over the last 20 years, WWF has established both the credibility and presence to deliver conservation impact at all levels from provincial, to national to regional.

The project “Establishing a Sustainable Pangasius Supply Chain in Vietnam” funded by EC Switch Asia Programme and implemented by Vietnam Cleaner Production Centre (VNCPC), Vietnam Association of Seafood Exporters and Producers (VASEP), WWF-Austria and WWF-Vietnam, has the objective to promote sustainable growth of the pangasius sector by working closely with pangasius small and medium enterprises (SMEs).

The project specific objective is: By end of the project action at least 70% of the targeted medium to large pangasius production and processing SMEs, and 30% of the feed producers and small independent production SMEs are actively engaged in Resources Efficiency and Cleaner Production (RE-CP); and at least 50% of targeted processing SMEs are providing sustainable products compliant with the ASC standard to EU and other markets.

Under SUPA project, WWF Vietnam is responsible for supporting SMEs and independent farms towards ASC certification. Under this, it is crucial to understand the cost and benefits on which SMEs invest towards ASC certified products and what they benefit. The analysis will help develop a business case for certification and promote further application for responsible certification scheme to meet the international market demand.

2.      SCOPE OF WORK

The consultant will design and conduct a cost – benefit analysis and would be expected to carry out the following activities:

  • Hired consultant(s) will have meeting with WWF Aquaculture team to agree the methodology and work-plan;
  • Field work: Hired consultant(s) will conduct field work to at least 5 ASC farms to collect information and data at farm level, including sampling process for analysis;
  • Interview of SMEs and farmer managers to identify the cost and benefits, risk assumption;
  • Report writing.

3.      CONSULTANT QUALIFICATIONS AND TEAM COMPOSITION

  • The consultant should hold at least Master degree in one of following majors: economics, environmental economics, aquaculture, development or relevant majors.
  • Having sound knowledge and experience with cost-benefit analysis, certification scheme, environmental impact assessment, socio-economics, aquaculture;
  • Having at least 5 years of working experiences relevant for this assignment;
  • Having skills and experiences in assessment for methodology, familiar with the Mekong delta and understanding the local languages;
  • Good communication skill and working with private sector;
  • Excellent English writing skills and team leader should be fluent in English.
