Consultants for Supporting the Implementation of the Methadone Maintenance Treatment (MMT) Program

RECRUITEMENT OF TWO CONSULTANTS FOR SUPPORTING THE IMPLEMENTATION OF THE METHADONE MAINTENANCE TREATMENT (MMT) PROGRAM

Background information

Methadone maintenance treatment (MMT) has become not only a critical component of harm reduction strategies focused on the harms of dependence on illicit drugs, HIV infection, and infection with other blood transmitted disease but also a cost-effective and effective treatment for drug treatment. MMT program have been credited nationally with many important effects,
which include reductions in illicit drug use and high-risk drug-related behavior, safety for the community, stable life for patient. As a result, Vietnam Government has been rapidly scaling up
MMT nationwide. At present, nearly 16,000 patients have been in treatment but there are still 65,000 drug users that will need to receive services to meet the national goal. Demand for services among drug users continues to be high and the number of provinces requesting support continues to grow. To date, 41 provinces have requested to open a total of 161 new MMT
clinic/or satellite (105 clinics in 2014; 48 clinics in 2015 and 8 more clinics in 2016-2020).

To address with these needs and to ensure the sustainable development for the program, beside other important works, Vietnam Government should invest more effort on program management, data management, capacity building and standardized training curriculum. In this regards, FHI 360 in cooperation with the Vietnam Administration of HIV/AIDS Control (VAAC), would like to recruit 02 full time positions to support the implementation of MMT program.

Duration and working place

The MMT consultants will work full-time and be placed at VAAC for one year contract with possibility of extension.

Scope of work

1) Position No.1:

  • Supervise and implement the monthly report system on MMT indicators using the software approved by MOH in 2013
  • Contribute to develop the MMT SMART monitoring in the common frame work of HIV SMART monitoring of MOH.
  • Manage data and export reports for MMT program
  • Contribute to the development of electronic medical record system (EMR)
  • Provide TA and set up system to pilot EMR in 4 MMT clinics

Qualification requirements: Degree in medicine, public health, or a related discipline. Master degree is an advantage

2) Position No.2:

  • Coordinate and manage all strategies, activities in the cooperation framework between FHI 360 and VAAC
  • Attend and provide some lectures/update local expertise at the training/workshop on
  • MMT treatment for clinicians.
  • Provide TA to the local mentor to provide TA to clinician in MMT clinics.
  • Attend and provide expertise at the mentoring skills training for potential local mentors.
  • Read and review the lectures of the MMT accreditation training curriculum for case managers
  • And other technical support to Methadone maintenance treatment program

Qualification requirements: Medical doctor with at least three years of working experience.
Master degree in medicine or public health is an advantage.

General requirements for the positions:

  • Have an intense understanding of the MOH and provincial health services, particularly the integration of donor-supported programs into national and provincial responses.
  • Strong leadership and interpersonal skills. Demonstrated ability to build and maintain relationships with a wide array of organizations
  • Have a passion for being a change agent, tested abilities in this area, and thrive in environments where s/he must help to build consensus to move forward large ideas into action.
  • Good written and spoken English and computer literacy
  • Computer literate with strong skills in the use of MS Office packages (Word, Excel, PowerPoint)
