Consultant(s) for Research on Public Opinion and Qualitative & Quantitative Baseline Data Collection

I/ Background:
AIP Foundation is a US nonprofit Organisation delicated to combating the epidemic levels of road traffic crash fatalities and injuries in the developing countries. AIP Foundation will from October 2010 is implementing the project: “Head Safe. Helmet On funded by Atlantic Philanthropies. The project will use a multi-sector approach to effectively improve child helmet wearing in Vietnam through advocacy and communication campaigns and apply research to understand child helmet use in the context of the influences, interests, attributes, quality and needs of different populations and persons in the community.

II/ Research purposes:
- To enable the project management at AIP Foundation and the Child Helmet Coalition to design an appropriate communication campaign
- To develop an M&E framework identifying a set performance indicators to monitor and evaluate each phase of the campaign and the project

III/ Expected Results from Research:
- It is expected that most data is available, and the consultant will need to source it, compile it, and present it for the specific purposes of the project:
- Identify and collect national, regional and global empirical data on benefits of child helmet use
- Analyze  data on child helmet use such as influences, interest, attributes and quality and needs of helmets in the community and the general population
- Identify public attitudes on child helmet use and develop an appropriate communication strategy to achieve project goals
- Identify target population and appropriate location of the campaign
- Quantify the scale of the child helmet use and non- use
- Set performance indicators to monitor and evaluate each phase of the campaign and project
- Evaluate Campaign after first phrase
- Present evaluation to Child Helmet Coalition

IV/ Key Activities of research team:
- Research protocol outlining of methodology for public opinion analysis and qualitative and quantitative baseline data collection
- Identify which additional data, if any - will need to be collected to produce a public opinion analysis and baseline survey to meet the projects M&E requirements  
- If relevant develop additional quantative and qualititative tools, such as questionnaires, interviews questions and guidelines,
- Develop draft report including a  public opinion analysis and baseline data outlining methodology, present findings, analysis, discussion, and recommendations for projects strategic planning and outline of relevant M&E key performance indicators English and Vietnamese
- Present and discuss findings at first Child Helmet Coalition meeting.
- Outline action plan for project activities

Against this backgound, AIP Foundation is seeking a team of consultants with prior experience in qualitative and quantative research. Work will be supervised by an already identified International Technical Consultant based at the AIP Foundation.
