Consultant/Consultant Team to Conduct Need Assessment (KAP) and Model Review on Parenting Education in Vietnam

Organization: Plan International Vietnam, re-established in 1993, is an international child-centered community development organization working in 73 countries. Plan is working in partnership with local people; organizations and government bodies to help children in Vietnam meet their basic needs as well as expand their opportunities to reach their full potential.

Project: Plan International Vietnam has cooperated with Vietnam Women Union (VWU) initiated a project titled “We strive for a just world that advances children rights and equality for girls” (hereafter called the project), which will be implemented from July 2017 to December 2021 across 9 communes in Kon Tum and Lai Chau provinces. The target group of the project is young children in ethnic minority areas, focusing on young children from 0-8. In detail, Children between 0-8 years of age can have the right to high-quality education and care to ensure a smooth transition into primary school. This will be achieved by gradually changing the behavior of different actors, which will lead to better quality early childhood care and pre-primary education.

A partnership with the VWU has significantly leveraged project work. As its mandate, the VWU is responsible for replicating the parenting education models at wider scale. Up to now, VWU has successfully implemented the parenting education from 0-8 years old through the community based models including parenting groups in 16 provinces from the North to the Central areas including: Lai Chau, Ha Giang, Dien Bien, Lao Cai, Son La, Tuyen Quang, Yen Bai, Lang Son, Quang Ninh, Bac Can, Ha Nam, Hai Phong, Dak Lak, Dak Nong, Kon Tum and Gia Lai.

Building on Vietnam Women’s Union mandate and this partnership program progress to date, Plan International Vietnam wants to support the Vietnam women’s Union to leverage the impact of its parenting education through development of national framework focusing parents with children aged from 0 to 8 years old. This framework aims at enhancing parenting programme quality and outcomes, which are to be fully integrated with the national government agenda for ECCD, for national scale up.

Plan International Viet Nam is seeking a qualified and experienced consultant/consultant team to conduct need assessment (KAP) and model review on parenting education in Vietnam. Please find the ToR attached for more information.

Working location: 8 provinces including Lai Chau, Ha Giang, Quang Binh, Quang Tri, Kon Tum, Gia Lai, Hai Phong, Hanoi, Quang Nam, Binh Duong and An Giang
