Consultant Team for Study on Inclusion and Non-discrimination of Ethnic Groups

The Swiss Agency for Development and Cooperation (SDC) is Switzerland’s international cooperation agency within the Federal Department of Foreign Affairs of the Swiss Government. SDC supports government and non-government actors in their aim to alleviate poverty, graduate from the group of Least Developed Countries, and become equal and empowered partners in the global community. SDC’s core mandate is poverty reduction. Based on the analysis of root causes of poverty, the 2013-2017 Mekong Region Strategy defines ethnic inclusion as one of the transversal themes for the entire program.

SDC is commissioning a Study on Inclusion and Non-discrimination of Ethnic Groups in Laos and Vietnam and is looking for consultants for this task. The rationale of our study is to better understand access and opportunity barriers, to assess how SDC funded projects have addressed access and opportunity barriers and what they have achieved, and to find out how SDC could promote non-discrimination and inclusion of ethnic groups more effectively in the future.

We are seeking a highly qualified team consisting of one international consultant (team leader), one Lao consultant, and one Vietnamese consultant to carry out the Study on Inclusion and Non-discrimination of Ethnic Groups in the SDC program in Laos and Vietnam. The mission is foreseen to take place during September-December 2014.

The criteria for selection include: proven experience in social study and survey; solid knowledge on social inclusion;  good knowledge of history, politics and political economy in Laos and Vietnam is an important advantage; experience in impact assessment; experience in development projects review, very good communication and editing skills; fluent English (writing and speaking).
