Consultant for Supporting in Testing the Advanced Clean Cookstoves for SNV – Biogas Project

Background

SNV Netherlands Development Organization has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+.

Project background

SNV started working with Clean Cookstove projects in 2011 and is currently implementing an Advanced Clean Cookstove project in 3 countries; Vietnam, Lao PDR and Cambodia which is funded by Energizing Development and the Blue Moon Fund. The project is aiming at incentivizing the sales of cookstoves that meet the strict project requirements in order to accelerate private sector development. This innovative project approach is better known as result based finance. SNV also works with local stove producers to help them increase the thermal efficiency and reduce emissions from their cookstoves.

Objectives

To test the registered cookstoves in ACCS project by means of the water boiling test (WBT), controlled cooking test (CCT) and safety test protocols to assess whether they meet the project criteria regarding efficiency, emissions and safety.

Scope of work

  • To provide a standard laboratory with sufficient measurement equipment (thermal thermometer, moisture measurement, tape measure, drying machine) to conduct the tests to qualify cookstoves.
  • To provide the fuel with the standard moisture content and size fit to cookstoves model to do the tests.
  • To support SNV’s advisor in training the cooks to use the new cookstoves and supervise them.
  • To assist SNV’s advisor in recording data, justifying data and collecting data from the tests.

Requirements and qualifications of laboratory and staff

  • Proven sufficient equipment and standard place to conduct the tests.
  • Sufficient availability to timely execute the test.
  • Experience in stove testing.
  • Familiar with the testing protocols in terms of WBT, CCT and safety test.

Expected amount of work

The project will operate from July 2016 until December 2018. There are 8 cookstoves companies so far which have registered 15 cookstove models to be tested to join the stove auction. So far 3 stoves have been subjected to all three tests.  SNV expects to conduct the remaining testing protocols for the last 12 stoves from June to August this year. SNV will continue to engage new companies to join this project.  In case new stoves are registered to join in the  stove auction, the same tests will be conducted.
