Consultant to Support Qualitative Gender and Ethnicity Assessment

Terms of Reference for consultant to support the qualitative gender and ethnicity assessment in the “Improved Household Food Security and Nutrition through Enhanced Homestead Food Production in Vietnam” project

Helen Keller International (HKI) is an international non-governmental organization with a mission to “save and improve the sight and lives of the world’s vulnerable.” HKI Vietnam works towards this mission by implementing evidence-based programs in eye health and nutrition, and by conducting research to add to the evidence base and improve programming.

Under the Irish-Aid funded initiative Scaling up improved household food security and nutrition through enhanced homestead food production in Vietnam, HKI is conducting a qualitative gender and ethnicity assessment to explore drivers of female disempowerment in relation to nutrition and decision-making in the household, particularly as it relates to the Hmong ethnic group. Results will be used to inform the development of a strategy for program interventions. To this purpose, it is recommended that a consultant is hired to help gain a deeper understanding of the specific challenges and opportunities that are faced by Hmong women and men within the context of nutrition and food security of the program.

Terms of reference

The consultant will work closely with the project team to accomplish the following tasks:

Field-based (30% in Lai Chau) and remote based (70% remote work)

  • Translate the interview tools provided by HKI into Vietnamese (available in English).
    The ability of the consultant to contribute to the protocol and tools, including modifications based on local knowledge, is highly desirable.
  • Conduct a field test, comprising of two interviews and one group activity (2 days).
  • Conduct qualitative interviews and activities in the field and fill out response sheets (1 week).
  • Liaise with the Research Fellow to report back on day-to-day activities plan.
  • Translate interview data from Vietnamese to English.
  • Be available during data analysis for clarification of transcripts.

  • Interview data translated into English

Timeline: The consultant will be engaged in the work mentioned above during the period of May 27 – July 10th, 2018, for a maximum total of 28 working days.

Required Skills

  • Bachelor’s degree in a related field (sociology, gender, international development or other social science).
  • Demonstrated significant experience (at least 3 years) with qualitative research implementation, conducting interviews and participatory activities.
  • Significant facilitation and interviewing skills.
  • Desirable experience conducting research on sensitive topic areas related to women’s empowerment, such as health and nutrition.
  • Desirable experience conducting research with ethnic minorities.
  • Fluency in English and Vietnamese.
