Consultant to Support the Development of “Community Leadership and Development” Training Materials

The Project “Support to the implementation of the Resolution 80/NQ-CP on directions of sustainable poverty reduction (2011-2020) and the National Targeted Program on Sustainable Poverty Reduction (2012-2016)" (PRPP). The Project is supported by UNDP with cost-sharing from Irish Aid is to provide technical assistance for Ministry of Labor-Invalids and Social Affairs (MOLISA) and other related agencies at central and local level.

Strengthening community’s roles, participation and ownership in the implementation of the National Targeted Program on Sustainable Poverty Reduction (NTP-SPR) and the National Targeted Program on New Rural Development (NTP-NRD) is the direction from the National Assembly and the government in the implementation of the 02 NTPs in the 2016-2020 period. Local communities play a role as the actor, the outstanding point in the implementation of poverty reduction program in the years to come. However, this will only come true with the role of the leaders who organize, attract and lead the replication in the communities.

Therefore, PRPP project, in collaboration with Poverty Reduction Coordination Office and New Rural Development Coordination Office, needs to recruit a consultancy team (including 05 members) to support the development of “community leadership and development” training materials under capacity building component for poverty reduction officers and new rural development officers at all levels, particularly grassroots level (villages) and provision of TOTs for NTP-SPR and NTP-NRD 2016-2020.
