Vietnam Forests and Deltas Program - Recruitment of a Consultant to serve as Lead facilitator for the Red River Delta Symposium

1. BACKGROUND AND RATIONAEL

Vietnam Forests and Deltas Program (VFD) is an USAID funded project ‘to help accelerate Vietnam’s transition to climate-resilient, low-emission sustainable development.’ It was developed to assist the GVN in moving recently enacted national policies and legislation on climate change adaptation and green growth into practice at provincial and local scales.

Currently, VFD is supporting the Committee for Man and Biosphere Zone of Red River Delta in initiating the organization of an inter-regional symposium, called “Hong River Delta to climate change impact: Vulnerability and solutions to Climate change” with an aim to review the current researches, policies on climate change, to identify the gap in policies and practical situation to give out some recommendations and upcoming action plans.

The event is scheduled to be happening in April, 2014 (02 days) in Nam Dinh Province with about 100 delegates from: Nam Dinh PPC Leaders, Leader of DARD, DONRE, DOIT of Red River Delta provinces (Thai Binh, Hai Phong, Quang Ninh,); MARD, related agencies of MARD, MONRE, MPI... MCD, foreign and local research organizations; INGOs, foreign and local donors...and
media agencies.

With that objective and scope of the event, we are now seeking an experienced candidate for the position as symposium lead facilitator.

2. OBJECTIVES/SCOPE OF WORK

The lead facilitator is expected to meet the following objectives:

  • The workshop objectives, agenda, key group of participants are clearly communicated and understood by all the workshop participants.
  • The participants are encouraged to participate fully and actively in the workshop
  • Time is well managed to ensure the workshop agenda is respected.
  • Workshop spirit remains professional and friendly.

3. SPECIFIC RESPONSIBILITIES

The lead facilitator is expected to perform the following tasks:

  • Review workshop TOR, agenda, list of participants and other materials to get full understanding of the workshop - before April 11th
  • Prepare the workshop facilitation plan which clearly identify the method, tools used for each session of the workshop to get inputs and approval from workshop organization committee - before April 18th.
  • Perform facilitation as agreed plan during day and a half on the 23rd and 24th of April, with any flexibility or change be discussed with the workshop holder.
  • Provide a short workshop report (less than 10 pages excluding of annex) indicating process of the workshop and key results gained with final updated agenda, list of participant and minutes of the meeting. Submitted before April 30, 2014.
  • A total up to 8 working days will be compensated to the lead facilitator at the rate agreed by the lead facilitator and the workshop holder. Another 4 days will be compensated to the co-facilitator (to be recommended by the lead facilitator).

4. REQUIREMENTS

The lead facilitator is required to be fluent in English and Vietnamese, have understanding about Vietnamese context, proven experience in facilitating international conferences and be committed to the assignment. Knowledge of the workshop subject is preferred but not compulsory.
