Consultant to Review Country Strategic Plan

Organisation: Plan International Vietnam (PIV) has a current Country Strategic Plan (CSPIV) which outlines program objectives that should be relevant, ambitious but achievable for the period of five years in order to address the most significant issues identified in the child right situational analysis. PIV’s CSP is at the 2-year mark, so PIV will conduct a Mid Term Review of the strategy to see progress to date, outline lessons learnt to date, and see if the current strategy is relevant and/or needs modifying. We are looking for consultant(s). The consultant is expected to review the current CSPIV, and update it based on the Plan global strategy, as well as assisting with the development of a Report outlining options to operationalize the program delivery of PIV’s strategic objectives in the future.

Scope of Work : There are two key objectives of this consultancy:

1. Review of the current state, and update of the Country Strategic Plan (Mid Term Review);
2. Development of a Diagnosis/Recommendation report outlining options to operationalize the program delivery of PIV’s strategic objectives in the future. Deliverables: A mid-term review report that reveals the progress made against the intended strategic objectives, program outcomes, and the factors of success and failures; An updated CSPIV that incorporates gender transformative and inclusion approaches, and is aligned to the Global Strategy, and relevant for the context of Vietnam; Co-facilitation of a Workshop to ensure contribution from field staff and partners is incorporated; Development of a Diagnosis Recommendation report outlining options on how to operationalize delivery of programs in the future that are relevant to Vietnam.

Timing: Consultancy period is June – December. Input is approximately 10 days per month.
